| Overview : 1. The Ministry of Interior/LOFTA (hereinafter called “Procuring Entity”) has received funds (hereinafter called “Funds”) for financing the cost of General Administrative training. The Procuring Entity intends to apply a portion of the funds to eligible payments for each lot under the contract for which this Request for Proposals is issued.
2. The Ministry of Interior/LOFTA now invites proposals to provide the following consulting services: General Administrative training. More details on the services are described in the Terms of Reference below.

4. A firm will be selected under Least Cost Selection (LCS) selection procedures, and the proposals will be evaluated using a lowest price technically compliant procedure described in this Request for Proposals, in accordance with the policies of the Public Procurement Law of the Islamic Republic of Afghanistan and Rule # 84 of the Procurement Procedure of Afghanistan.
