Background:
As the custodian of the evaluation function, the Evaluation Office (EO) supports the Administrator in his/her substantive accountability function, and contributes to informed decision-making by the Executive Board, managing for development results by the organization and enhancing the evaluation function across the UN system by engaging with partners in the evaluation and development community.
EO conducts a series of country-level evaluations every year, called Assessments of Development Results (ADRs), which assess and validate development results at the country level and are part of UNDP’s accountability, learning and evaluation systems. ADRs usually cover the UNDP portfolio over a 5-7 year period, and their findings and recommendations are widely shared with all stakeholders. ADRs for 2013 include Sierra Leone and Kenya, and EO is currently seeking external consultants who will participate in the evaluation of either country and will support EO Evaluation Managers in conducting the evaluations.
Description of Responsibilities:
Evaluation consultants (team specialists) are sought in the ADRs for Sierra Leone and Kenya, who will provide their technical expertise and knowledge in the areas of country programmes:
For Sierra Leone,
i) Poverty and MDGs;
ii) Democratic Governance;
iii) Crisis Prevention and Recovery;
iv) Elections and parliamentary reform
v) Public Sector Reform
vi) Access to Justice and vii) Energy and Environment.
For Kenya,
i) Poverty and MDGs;
ii) Democratic Governance;
iii) Crisis Prevention and Recovery; and
iv) Energy and Environment.
Under the supervision of the respective EO Evaluation Manager, consultants will:
i) undertake preparatory work (desk reviews of material and drafting of a background paper on specific thematic/outcome area(s));
ii) assist in designing relevant data collection instruments and participate, as appropriate, in field-based data collection in the country (either Sierra Leone or Kenya);
iii) analyze collected data and draft analytical papers based on agreed criteria and in format; and iv) contribute to the finalization of the evaluation report prepared by the Evaluation Manager.
Competencies:
· Excellent organization and analytical skills
· Ability to provide strategic policy advice
· Strong verbal and written communication skills
· Ability to establish effective working relations in a multi-cultural team environment
· Proficiency in using Word, Excel and other office programmes. Familiarity with qualitative data software Nvivo preferable.
Qualifications:
· A minimum of seven years of experience in design and conduct of development-related evaluation
· Master’s degree(s) or higher in Social Science, Public Policy, International Relations and any other areas relevant to UNDP work
· Experience in evaluating at least one of the thematic programme areas, i.e. i) Poverty and MDGs; ii) Democratic Governance; iii) Crisis prevention and Reduction; and/or iv) Energy and Environment.
· Substantive work experience in and knowledge of the country being evaluated (either Sierra Leone or Kenya)
· Familiarity with the work of UN/UNDP, In particular, familiarity with work of UN Country teams, an asset
