CALL FOR EXPRESSION OF INTEREST
REF: REEE/2012

Eligibility:
This “Call for Expression of Interest” is open for both individual consultants and legal entities (e.g. Companies, Universities, Institutes, Foundations, Associations etc.) employing more than 3 staff members.

Purpose:
The aim of the Call is to establish a qualified pool of consultants who can deliver professional services on a short-term or retainer basis to be used in Utilization of Renewable Energy Resources and Increasing Energy Efficiency in Southeast Anatolia Region (aka REEE Phase 2) Project and/or relevant projects of UNDP (e.g.rural development and/or regional development projects).

Nature of Services and Areas of Expertise:

The scope of the project activities are designed in three branches in a complementary;
  • Identification of Energy Efficiency (EE) and Renewable Energy (RE) opportunities in industrial sectors and service buildings and implementation of pilot projects.
  • Improvement of the utilization of the RE potential of the Region
  • Improvement of technical, institutional and employment capacities on EE and RE in industry, service, construction and agriculture sectors.
Technical assistance services will be procured in accordance with the above-listed activities/branches. On a non-exhaustive basis, the type of services may include the following:

Context-specific Technical Services
  • Conducting needs assessments, feasibility studies, technical evaluations etc. on matters concerning use of different forms of renewable energy and increasing energy efficiency in industrial and agricultural sectors, as well as buildings,
  • Development of models for best use of various forms of renewable energy, deployment of energy efficiency technologies, development of evaluation systems for various opportunities (demonstrative projects, grant programmes, tenders etc.), assistance with evaluation
  • Development of capacity development programmes and tools, promotional campaigns; delivery of training programmes; moderation of workshops etc.
  • Delivery of any other services that require technical and specialized know-how of RE and EE.
Complementary and Supplementary Services
  • Delivery of monitoring and evaluation services,
  • Delivery of professional design services (project logo, project website, brochures, documents etc.)
  • Delivery of any other complementary and supplementary services that may be require during the implementation of the project
A non-exhaustive list of areas of expertise, required for delivery of above-mentioned technical and supplementary services are listed below:
  • Energy efficiency (EE) legislation, national policies and strategies,
  • EE in industry, agricultural practices (pumps etc), buildings etc.
  • EE audit services
  • EE technologies,
  • Solar energy (legislation, potential analysis, technology, feasibility etc.)
  • Wind energy (legislation, potential analysis, technology, feasibility etc.)
  • Geothermal energy (legislation, potential analysis, technology, feasibility etc.)
  • Biomass (legislation, potential analysis, technology, feasibility etc.)
  • Other areas of EE and RE, as needed.

Deadline:
The call for expression of interest will be open until end of December 2015. However interested applicants are strongly encouraged to submit their applications as soon as possible.
