Overview : In Ghana, strong economic growth over the past two decades has led to a reduction in poverty and a shift to middle income status as a country. However, it remains to be seen whether recent economic progress will lead to systematic reduction of disaster risks. Some have even warned that economic development could increase the exposure of economic assets to hazards, and hence increase in disaster damage. Despite the drastic decrease of the number of people living below the poverty line over the past few decades, the depth of poverty has worsened and expanded into urban areas, resulting in significant regional differences (north vs. south) to persist. With the vulnerable population becoming more vulnerable, Ghana still faces a situation where small, manageable hazards impact the vulnerable population as large-scale disasters, resulting in unnecessary losses of social and economic capital. In line with this effort and in response to the request from GoG, the Norwegian Government is supporting the GoG’s effort to actualize the Ghana Plan of Action for DRR and CCA. The Norwegian Government through UNDP is providing both comprehensive and targeted support to GoG in delivering some of the key components from the Ghana Plan of Action for DRR and CCA. The project’s strategy is to build capacities within the country to reduce disaster risk by putting in place an integrated early warning system that is both scientific and people-centered. 1. Eligible firms may collect the RFP and related documents upon request for the document through: Richard..Opoku@undp.org or Shoko.Takemoto@undp.org and copy rene.da.silva@undp.org from Tuesday 9th July, 2013 to 30th July, 2013 at 12:00 hours GMT. 2. The RFP is only open to firms/individuals that are registered companies notable for consultancy services for Disaster Risk and Early Warning System for a period of 5 years or more. 3. The RFP is open to all eligible Consultancy Firms who wish to respond to the Request for Proposals Document. Consultancy Firms may associate with each other, either in a joint venture, or in a sub-Contract agreement, to complement their respective areas of expertise in order to enhance their capacity to successfully carry out the assignment but is not mandatory. 4. Proposals will be evaluated under the QCBS method procedure for which is described in sections of the RFP in accordance with internationally accepted practices. In particular, they will be evaluated on their responsiveness to implementing the requisite Disaster Risk and Early Warning System in Ghana. 5. The UNDP reserves the right to accept or reject, in part or whole, any or all of the proposals at any time without assigning any reason whatsoever. 6. The costs of preparing the proposals and of negotiating the contract are not reimbursable by the UNDP. 7. Proposals must be valid for 120 days from the deadline for submission. The UNDP will make its best effort to select a firm within this period. 8. The UNDP does not bind itself in any way to select the firm offering the lowest prices. 9.
