|Overview : The Government of Botswana is currently in the process of developing a National Strategy for Poverty Eradication which will include a distinct focus on linkages between poverty and environmental and natural resource management. Other development policy reform initiatives with p-e linkages embedded include the National Climate Change Strategy and a National Strategy for Sustainable Development. The Government has embarked on a process to make the process of national budgeting more transparent. The key PER aspects of expenditure allocations, efficiency and budget execution are furthermore relevant to an increased interest of Government in natural capital accounting, resource monitoring and implementation management, the process of which is overseen by the National Strategy Office in the Office of the President.
PEI Botswana commissioned a Scoping Study on a PER-ENR (2013) which undertook a preliminary assessment of issues for carrying out a full PER and informed the elaboration of these TORs. The study defines the overall parameters, including working definitions, for the full PER-ENR and lays the foundation for these terms. The final report is available at www.unpei.org.
