Overview : The Government of Botswana is currently in the process of developing a National Strategy for Poverty Eradication which will include a distinct focus on linkages between poverty and environmental and natural resource management. Other development policy reform initiatives with p-e linkages embedded include the National Climate Change Strategy and a National Strategy for Sustainable Development. The Government has embarked on a process to make the process of national budgeting more transparent. The key PER aspects of expenditure allocations, efficiency and budget execution are furthermore relevant to an increased interest of Government in natural capital accounting, resource monitoring and implementation management, the process of which is overseen by the National Strategy Office in the Office of the President. PEI Botswana commissioned a Scoping Study on a PER-ENR (2013) which undertook a preliminary assessment of issues for carrying out a full PER and informed the elaboration of these TORs. The study defines the overall parameters, including working definitions, for the full PER-ENR and lays the foundation for these terms. The final report is available at www.unpei.org. 3. Scope of Work The following areas shall be covered by the PER-ENR: 3.1 Finalise the definitions related to the PER-ENR on the basis of the working definitions as provided in the Scoping Study; clarity on definitions, priority sector focus and scope will be provided in the Inception Report. 3.2 Provide an overview and detailed analysis of the public recurrent and development expenditure and revenue policy and practice of the Botswana Government for ENR including, 3.2.1 Institutions and stakeholder involvement, 3.2.2 Budgeting and decision-making processes including budget allocations (policy and practice) vis-a-vis national and sectoral development priorities (as reflected in NDP10 and sectoral policy frameworks), incl. Poverty eradication and climate change adaptation (and mitigation) 3.2.3 Financial analysis of recurrent and developmental budget (and revenue) and expenditure trends and developments during the last 10 years and potential for strengthening social and economic benefits from investments in ENR sectors 3.2.4 Oversight, monitoring and evaluation practices and linkages with development frameworks 3.3 Analyse the current GABS system including budget codification and sectors as well as operational (including output and outcome Indicators linking expenditure to actual achievement of development targets) and functional considerations and recommend system-based improvements for the integration of ENR-related codification and future analysis of expenditures incl. a pilot project at departmental level and a manual for future expenditure reviews. 3.4 Within the specific scope of the PER, assess current gaps in human resource deployment, skills and capabilities and current capacity building efforts, and develop a capacity building / training plan for undertaking, interpreting and implementing PER-ENRs.
