Overview : In view of the Climate Change Adaptation Programme in the coastal zone of Mauritius , UNDP Mauritius hereby invites prospective bidders to submit a Proposal to this Request for Proposal (RFP) for Consultancy Services for Coastal Adaptation measures at: - Mon Choisy: site assessment, identification of adaptation options, cost-benefit analysis, preparation of feasibility study, detailed design, preparation of tender documents, supervision of works and recommendation of remedial measures during monitoring period - Riviere des Galets: site assessment, identification of adaptation options, cost-benefit analysis, preparation of feasibility study, detailed design, preparation of tender documents . The Republic of Mauritius (ROM) is a group of islands in the South West of the Indian Ocean, consisting of the main island of Mauritius, Rodrigues and several outer islands located at distances greater than 350 km from the main island. As a Small Island Developing State (SIDS), the ROM is particularly vulnerable to the adverse effects of climate change, especially in the coastal zone, where a convergence of accelerating sea level rise and increasing frequency and intensity of tropical cyclones (with more intense rainfall events and stronger winds) will result in considerable economic loss, humanitarian stresses, and environmental degradation. The visible and measurable effects of climate change in the coastal zone of ROM have become more apparent over the last ten years. There is a direct linkage between climate change effects on coastal ecosystem services (especially coral reefs and lagoons) and the integrity of the whole coastal zone of ROM. The outputs of the project are: (a) increased adaptive capacity within relevant development and natural sectors (b) reduced exposure at national level to climate-related hazards and threats (c) strengthened institutional capacity to reduce risks associated with climate induced socio-economic and environmental losses (d) improved policies and regulations that promote and enforce resilience measures (e) effective capturing and dissemination of lessons from the applied activities in the programme. In view of achieving the above outputs, the following project components shall be implemented: (i) Application of Adaptation measures for coastal protection at three coastal sites: Mon Choisy, Riviere des Galets and Quatre Soeurs; (ii) Development of an Early warning system for incoming storm surge; (iii) Training; (iv) Policy mainstreaming on climate change; and (v) Knowledge dissemination and management. Supplementary documents ahve been added to this RFP. - Q&A Version1 - Notes on Pre bid Conference - Q&A Final Version 10 April 2014 - Project brief 10 April 2014 - Section 7 - Financial Submission Form updated
