Dear Bidder,
The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal (RFP) for the above-referenced subject.
This RFP includes the following documents:
Section 1 – This Letter of Invitation
Section 2 – Instructions to Proposers (including Data Sheet)
Section 3 – Terms of Reference
Section 4 – Proposal Submission Form
Section 5 – Documents Establishing the Eligibility and Qualifications of the Proposer
Section 6 – Technical Proposal Form
Section 7 – Financial Proposal Form
Section 8 – Form for Proposal Security
Section 9 – Form for Performance Security
Section 10 – Form for Advanced Payment Guarrantee
Section 11 – Contract for Professional Services, including General Terms and Conditions
Your offer, comprising of a Technical and Financial Proposal, in separate sealed envelopes, should be submitted in accordance with Section 2 no later than April 17 2014 (14:00, Pyongyang time UTC + 9 hours).
UNDP shall not consider any Bid that arrives after the deadline for submission of Bid. Any Bid received by UNDP after the deadline for submission of Bid shall be declared late, rejected, and returned unopened to the Bidder.
The Financial Proposal and the Technical Proposal Envelopes MUST BE COMPLETELY SEPARATE and each of them must be submitted sealed individually and clearly marked on the outside as either “TECHNICAL PROPOSAL” or “FINANCIAL PROPOSAL”, as appropriate. Each envelope MUST clearly indicate the name of the Proposer. The outer envelopes shall bear:
a) Bear the name of the Bidder;
b) Be addressed to UNDP as follows:

Attention: Ms. Nasantuya Chuluun, Operation Manager
21, Munsudong, Pyongyang, DPR Korea
c) Bear a warning not to open before the time and date for Bid opening as specified below:

DO NOT OPEN BEFORE THE DEADLINE
The Proposer shall assume the responsibility for the misplacement or premature opening of Proposals due to improper sealing and labeling by the Proposer. In this case BID will not be CONSIDERED by UNDP.
