Overview :

Description of the assignment:  In 2013, through the successful conduct of the CA elections, the ECN has demonstrated its competency in organizing and conducting elections. Building on this success the ECN seeks to prepare and enforce a follow up five year Strategic Plan to guide its future activities and improve management, operational and structural systems and mechanisms within the Commission, leading to more efficient, transparent and service oriented electoral management. Through the strategic planning process (2014-2018) ESP seeks to support ECN in updating the existing five year strategic plan (2009-2013). The specific objectives of the assessment include:

1. Enhance knowledge on preparation, update and monitoring of the strategic plan;
2. Support the updating of the existing strategic plan, action plan and M&E framework; and
3. Facilitate strategic planning discussions and workshops.

Period of assignment/services:  60 working days (three missions to Nepal) and Home based over the duration from 19 May 2014 - November 2014. The distribution of time and days are as follows:
• First visit: 19 – 30 May 2014 (12 days)
• Second visit: 15 – 31 July 2014 (17 days)
• Third visit: 1 - 21 September  2014 (21 days)
• Home based: October – November 2014 (10 days)

Duty Station: Kathmandu with field visits to the regional offices and Home based
