Overview : DEADLINE EXTENDED TO 29 AUGUST 2014 @ 16:30HRS LOCAL HARARE TIME Bid submission deadline extended to 29 August 2014, 16.30hrs GMT local Zimbabwe Time to accommodate the requests for clarifications. In line with this extension, the deadline for submitting requests for clarifications/ questions which is 7 days before the submission deadline moves to Friday 22 August July 2014 at 10.00hrs GMT local Zimbabwe Time. PORT SWITCHES, LAN FIBRE OPTIC MEDIA CONVERTER and Hardware-Based Web Caching Device For All VSAT linked sites have been removed from the sourcing list. These items will be provided by UNDP through a corporate Long Term Agreement with the OEM. Prospective bidders can still bid for the installation of the equipment and the mandatory requirement is CISCO certification. Objectives The main objective of this service is to implement the recommendations of the internet Local Area Network (LAN) Mapping And Internet Infrastructure For the Electronic Patient Monitoring System assessment report conducted in November/December 2013;installing WANs/LANs equipment and connecting 348 MOHCC assessed sites (at Rural Health Centres, Clinics, Mission, Council, District, Provincial and Central/Referral Hospitals) across the country to the recommended broadband internet speeds and technologies, and ensuring that all the sites have functional infrastructure and adequate power backup and sufficient standalone power where mains power is not available. NB: The Report of the Assessment of the 348 sites (Lot 1 & 2) in 2013 is available at UNDP and can be accessed from the Global Fund Project Management Unit (PMU) at Block 7, Arundel Office Park, Norfolk Road, Mount Pleasant, Harare Scope of Work The job will require the Consulting Firm(s) to undertake the following specific activities: i. Meet with the MOHCC, UNDP and RTI/CDC to discuss the terms of reference and agree on the proposed approach to be used for the exercise and the work plan; ii. Develop an implementation plan for the assignment, acceptable to the MOHCC and UNDP, detailing activities to be carried out, specific timelines and deliverables, iii. Review the assessment report, particularly the key findings and recommendations relating to the WAN, LAN and broadband infrastructure and technologies per each of the 348sites and offer suggestions to determine possible new technological changes to the recommendations, if any, iv. Following the review of the assessment report and your recommendations, and in consultation with the MOHCC and UNDP, agree on specifications and type/make of equipment that should be installed that will ensure functional WAN/LANs and Internet connectivity and services at each of the 348 sites. v. Based on item (iv) above, and under the direct supervision of the MOHCC and UNDP, procure the recommended equipment for the installations vi. In consultation with the MOHCC and UNDP, negotiate with IAPs for WAN/Internet connections to the 348 sites, monthly subscriptions and terms of payment vii. Conduct WAN/LAN network installation (including civil works where necessary) under the supervision and periodic inspection by a Technical Advisor at all the 348 sites based on the recommended equipment and broadband technology and speed per each site viii. Conduct testing and commissioning of the installed equipment together with UNDP, MOHCC and a Technical Advisor to ensure that all the installed equipment is according to proposed specifications and fully functional and the WAN/Internet bandwidth speeds and services are according to required specifications and available at all the 348 sites ix. Install Wired LANs and WLANs (for possible backup to the wires were necessary) and Network all proposed points at each of the 348sites to allow for simultaneous EPMS and Internet access by allowable maximum number of computers x. In consultation with the MOHCC, develop a six-month plan to monitor the installed equipment and the functionality of the LANs and WAN/Internet services at all the sites to enable the adoption of measures to address any problem identified xi. Avail Bandwidth monitoring mechanisms to be evaluated by the Technical Advisor and installed at all the 348 sites xii. Submit a final report on the conduct of the assignment and a six-month monitoring mechanism the Consulting Firm(s) propose to track the efficient functioning of the WAN/internet services. The final report should be endorsed by the management of each of the348 sites, the MOHCC headquarters and the Technical Advisor to (a) confirm or certify the functionality, and (b) MOHCC satisfaction of the WAN/Internet services
