Overview : Turkmenistan is in the process of implementing a GEF biodiversity planning project whose objective is to integrate the country’s obligations under the Convention on Biological Diversity (CBD) into its national development and sectoral planning frameworks through a renewed and participative ‘biodiversity planning’ and strategizing process. This will be achieved in a manner that is in line with the global guidance contained in the CBD’s Strategic Plan for 2011-2020, including the Aichi Targets for Biodiversity. The following key outcomes are sought as part of the project: 1) A participative stocktaking exercise on biodiversity planning takes place and national biodiversity targets are developed in response to the global Aichi Targets. A key product will be: - Brief Review of the Biodiversity Planning Process in Turkmenistan 2) Turkmenistan’s National Biodiversity Strategy and Action Plan (NBSAP) is revised/updated and it fully integrates new aspects of the CBD strategic plan, such as mainstreaming and anchoring the implementation of the plan into national development frameworks, valuing ecosystem services and promoting ecosystem-based adaptation and resilience. The development of the NBSAP will be supported by the development following key studies on the biodiversity planning as a basis for identifying priority issues and opportunities for the 2nd BSAP, including: - Study on existing national planning of relevance to biodiversity (mainstreaming study). - Study on Ecosystem Valuation in Turkmenistan - Study on financing of biodiversity actions (past situation and future options / possibilities) - Study on the Incorporation of challenges and opportunities linked to climate change and ecosystem-based Adaptation and resilience in Turkmenistan. 3) National frameworks for resource mobilization, Convention reporting and exchange mechanisms, including the Clearing House Mechanism (CHM) of the CBD, are established and strengthened. The ultimate goal of the project is to prepare a 2nd BSAP as a basis for practical long term strategic protection and sustainable use of biodiversity in Turkmenistan and build national capacity to implement the BSAP and meet national obligations under the CBD. The project is also piloting new approach of the cooperation between UNDP Turkmenistan and the government of Turkmenistan. The new approach is aimed at the capacity development. The project is in the process of the creation of the inter-ministerial working group BSAP which will be primary supervisor and executor of the BSAP development process.
