Call for Project Concept Notes from migrant health NGOs/CBOs working in the Greater Mekong Sub-region

 

 

The HIV, Health and Development team at UNDP Asia-Pacific Regional Centre (APRC), supported by Asian Development Bank (ADB), currently has a grant under their Migration Portfolio that is open for concept notes from NGOs and CBOs working in the area of migrant health in the Greater Mekong Sub-region (GMS)[1]. This grant will support the development of a Gender Analysis to explore the HIV and health vulnerabilities of migrant women in the GMS, and the specific barriers they may face in accessing health services.

 

 

Background:

 

 

UNDP APRC is a Steering Committee Member of the Joint United Nations Initiative on Migration, Health and HIV in Asia (JUNIMA), which brings together governments, leading non-governmental organization (NGO) networks, and the United Nations family, to advance the agenda on access to health and HIV for migrant workers in Asia. JUNIMA consists of diverse, highly knowledgeable, and committed member organizations: national government offices, inter-agency bodies, UN agencies, international non-governmental organizations (INGOs), CSOs, people living with HIV (PLHIV) groups, and migrant support organizations.

 

 

During the 4th GMS Summit in Myanmar in 2011, the six countries from the GMS endorsed a new Memorandum of Understanding (MOU) for Joint Action to Reduce HIV Vulnerability Related to Population Movement and drafted a Joint Action Plan (JAP) to guide the MOU’s implementation. ADB guided the process which led to the MOU signing, and UNDP APRC and JUNIMA supported this process.

 

 

 

 

In July 2012, ADB and UNDP APRC jointly convened the Consultation on the Memorandum of Understanding to Reduce HIV Vulnerability Associated with Population Movement. The consultation meeting involved government representatives in the six GMS countries, CSO’s, donors and JUNIMA members WHO, UNAIDS, ILO, IOM and Raks Thai. The meeting focused on the MOU’s three main Collaboration Areas: 1) promoting an enabling environment, 2) promoting community-based strategies that reduce HIV vulnerability, and 3) promoting access to HIV and AIDS treatment throughout the continuum of the migration cycle.

 

 

 

 

A final draft of the JAP was presented and endorsed during the 11th Meeting of GMS Working Group on Human Resource Development in November 2012 in Yangon, Myanmar. The JAP agrees upon concrete activities/ initiatives to be implemented through to December 2014. UNDP APRC is working in collaboration with ADB to implement this JAP.

 

 

1.       Project to be awarded:

 

 

UNDP Asia Pacific Regional Centre is seeking concept notes to award a grant to produce a Gender Analysis of the specific risks and vulnerabilities to health and HIV of migrant women and the barriers they face in accessing health services within the GMS countries.

 

 

 

 

The objective of the assignment is to collect evidence from migrant women, employers, service providers and other key informants to document migrant women experiences, analyze their inputs and develop programme and policy recommendations based on the findings. It is also expected that the analysis will document the varied occupations that migrant women engage in and their associated vulnerabilities/risks.

 

 

Upon completion of the Gender Analysis project, it is expected that there will be:

 

 

·         Increased knowledge and understanding of gendered vulnerabilities of migrants in the GMS, in relation to health and HIV;

 

 

·         Policy and programme recommendations for key actors to improve access to health services for women migrants and reduce their risk and vulnerability to health and HIV.

 

 

 

 

2.       Geographic focus:   

 

 

All six (6) countries of the GMS region: Cambodia, China (Yunnan and Guangxi provinces), Lao PDR, Myanmar, Thailand and Viet Nam.

 

 

3.       Who can apply?

 

 

Registered national and regional non-governmental organizations (NGOs) and community-based organizations (CBOs) who work within the GMS region in the area of migration, gender, health and/or HIV can apply for this grant.

 

 

Preference will be given to:

 

 

-          Organizations that demonstrate direct involvement with migrants on health, HIV and gender related work;

 

 

-          Organizations with established regional and national engagement with the GMS;

 

 

-          Organizations who have experience conducting detailed gender analyses.

 

 

 

 

4.       How much?

 

 

The maximum grant amount obtainable is up to US$40,000.

 

 

 

 

5.       Project duration:

 

 

 

 

Six months.
