Project name: IMPROVEMENT OF CIVILIAN OVERSIGHT OF THE INTERNAL SECURITY SECTOR PHASE II
Period of assignment/services: 40 DAYS UPON CONTRACT SIGNATURE

1. BACKGROUND

UNDP Turkey will support the Ministry of Interior of Turkey for "Improvement of Civilian Oversight of Internal Security" through an EU funded technical assistance project. The overall objective of the project is to structurally embed expanded enjoyment of civil rights by Turkish citizens and democratic control of internal security in the regulatory system and public administration practice of Turkey.
The specific objective of the Project is to contribute to the progress towards the overall objective spelled out above, the project aims at establishment of institutional and regulatory framework conditions for an effective oversight by the MoI of Internal Security Forces at the central and local level. The Project aims at making transition from narrowly conceived, bureaucratically and legalistically managed oversight of policing to a system of security sector governance based on human centered understanding of security and public safety and transparency in partnership with the civil society.
The project is composed of 3 components:
Component A - Legislative Framework: This component aims at enabling the Ministry of Interior and the public administrators (governors and sub governors) to exercise civilian oversight over law enforcement bodies.
Component B - Capacity Building: This component aims at increasing the capacity at the MoI to realize its mission as regards the administrative management of security forces at the central and local level and establishment of institutional structures needed in order to meet the EU standards for HR protection and for a strengthened civilian oversight.
Component C - Civil Society and Media: This component aims at contributing to strengthen independent oversight on law enforcement bodies and increase citizens participation in oversight.

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The main objective of Component A is to develop a legislative framework, which will enable Ministry of Interior and the public administrators (governors and sub governors) to exercise civilian oversight over law enforcement bodies. The Component B has two sub-components; Component B1 Institutional Capacity Building, and Component B2 Strengthening Human Resources. Local Senior Short Term Expert will be responsible for assisting the CTA in realization of activities under Component A and Component B which aims to strengthen the capacity of the Ministry of Interior by expanding results of the first project to additional districts and cities of, to improve oversight of the security sector at local and central level, to strengthen the consultation with civil society in defining local security policies and integrating citizens’ needs into priorities, and to support the establishment of new agencies to develop an institutional structure based on good practices in the EU and Turkish pilot models. The Local Senior Short Term Expert will dedicate full of his/her working time (2 days a week) to the realization of activities. His/her functions within the Project are of advisory nature, and do not include managerial, supervisory and/or representative functions.
The local senior short term expert will provide technical support and will be responsible from delivery of outputs and some project activities under component A and component B as defined in the Project Document:
A.3 Review for the necessary institutional structures proposed to the Ministry of Interior including draft organigrams for enhanced civilian oversight in line with the EU best practices
B.1.2 Identify needs through consultation with all pillars of the ISFs with respect to being “citizen focused”, including a review of human resources management / working conditions of personnel in units most exposed to contact with the public
B.1.3 Prepare a report on the selection and training of top ISFs chiefs in Turkey and selected EU countries
B.1.4 Prepare a feasibility study and a policy recommendation paper for the establishment of a joint academy for ISFs top chiefs in order to promote a common culture across all forces
B.1.5 Analyze the capacities of strategic units in charge of ISFs in Turkey and selected EU countries that have good practices and mechanisms (monitoring, research, planning, strategic coordination)
B.1.7 Prepare a guidance note on "efficient prevention tactics" for improving the services of ISFs to be more citizen focused and in line with universal human rights
B.1.9 Conduct a needs analysis for staffing of new structures
B.1.10 Based on A.1, Analyze the challenges of democratic internal security architecture: 1/The national accountability and steering mechanisms for internal security forces by comparing Turkey with selected EU countries; 2/The border security system in Turkey with regards to the dimensions that affect internal security.
The tasks and responsibilities of the Local Short Term Expert will be as follows:
Assist the CTA in the design of the activities under component B and the remaining activities under A
· Monitor the quality of the outputs;
- Prepare the outline of a report before production
- Review the existing project reports, request revisions, amendments if needed;
- Follow up the work of international and local experts reports for good integration of intl and local expertise,
· Assist the CTA in finding out experts for activities in production of reports and preparation of events;
· Provide guidance to international experts in preparation of events and production of reports,
· Attend events related to A and B components and give presentations at the project related organizations; seminars, meetings, conferences,
· Provide substance to the visibility expert in preparation of project related news as the outcomes of the organizations to be published on the project website,
· Provide substance for the preparation of Quarterly Progress Reports: gather information from each expert assigned to each activity and present it to CTA in line with the existing format,
· Contribute to the design, fieldwork and drafting of A.3 in coordination with the International expert.
The Local Senior Short Term Expert shall prepare ‘Monthly Progress Reports’ at the end of each month and submit these to UNDP as deliverables. The Local Senior Short Term Expert shall be paid monthly, on the basis of the number of days invested in each month upon acceptance and approval of the services provided by him/her in that respective month. The Local Senior Short Term Expert shall also prepare a timesheet that shows the number of days invested for the specific month and submit this to UNDP with the Monthly Progress Report for acceptance and approval of UNDP.

* The payment conditions indicated herein represents the maximum amount to be paid for the particular deliverable and will be based on the actual number of working days invested for the development of each deliverable. The total working days cannot exceed 40 days.
3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
