Overview :

The UN Entity for Gender Equality and Empowerment of Women (UN Women) is inviting civil society organisations to submit proposals to implement activities to support Mon Women and enhance their role in Myanmar’s peace processes. This will be achieved through organised and active participation in decision making processes to develop a peace-agenda that addressing issues that are critical to women, including Violence Against Women.

A. Guidelines for Preparing and Submitting a Proposal

The proposal must contain 1) a technical section and 2) a time-cost section. In the technical section, the proposal must include objectives, methods, expected results of each activity and time-lines for completing the project. In the Time-Cost section, the proposal must details the time and related expenditures of each activity as per the details of proposed work that will be required to complete the project.

The proposals submitted must be in line with the Terms of Reference (Annex 1).  The interested organizations must include short additional documents or other publications of their previous work related to the required tasks which demonstrate their production capacities such as organizational brochure and three previous audit reports. 

Proposals can be submitted by an organization, or jointly by two or more organizations of the non-governmental organizations category.  The applying organizations must have necessary approval to work in Myanmar.

Format of Proposals – Given the attached Terms of Reference, the proposal should contain, at a minimum, the following:

A narrative proposal consisting of:

  • Situational analysis: A brief summary of barriers, gaps and challenges in access to justice faced by women survivors of domestic violence and sexual assault cases (1 page)  and the role and achievement of the Judiciary and justice sector in promoting and protecting the rights of women in Thailand (1 page);
  • Justification:  Provide an analysis of why state compliance with treaty obligations is important; why increasing access to justice for women survivors is important; and why your organization is best-suited to undertake the task of supporting these endeavors (1 page);
  • Project strategies and proposed activities: Provide a description of strategies to be used to achieve the project expected results and how the project will assist in strengthening the capacity of relevant GO and CSOs to increase women survivors’ access to justice; 
  • Expected results: The expected outputs and outcomes of your project (1 page);
  • Workplan and budget: A description of expected outputs, key activities, timeframe and budget details to conduct the activities; 
  • Partnerships: Include a description of the partners needed to successfully implement the project and their roles (1 - 1 1/2 page);
  • Institutional profile: Provide a brief description of the organization, including registration details, personnel, and relevant experience on capacity development in the area of women’s role and participation in the peace and security process that qualifies the organization for the task (not more than 1 page);

A Budget Proposal fulfilling the following requirements:

  • An output based budget – i.e. budget showing how much is required to achieve each output;
  • The budget should include an allocation for preparation of a certified financial report annually and one audit report during the project;
  • The administrative/indirect cost should not exceed 10% of total budget.

Criteria for Selection

Proposal will be selected on the basis of technical (80%) and financial (20%) assessments. The technical assessment will review the following:

Feasibility and appropriateness of the proposal responding to the expected results (30 points):

  • Extent to which the proposal fulfills the requirements of the Call for Proposals (5 points);
  • Clarity of the situation analysis and problem identification (5 points); 
  • Soundness of strategy, proposed activities and expected results against the problem analysis (15 points); 
  • Realistic work plan to complete the activities (5 points).

Applicants’ institutional technical capacity and relevant experience (30 points):

  • Relevance of specialized knowledge to promote women’s rights and gender equality  (15 points);
  • Relevance experience that qualifies the organization for this particular UN Women Support (15 points); 

Experience in organizing and coordinating similar project (10 points):

  • Strong partnerships and connections with  relevant organizations and their roles in the proposal
    (5 points);
  • Relevant experience in organizing and coordinating similar projects with the government agencies and CSOs (5 points);

Effective administration and management of the organization (10 points):

  • Capacity to successfully implement the proposed project (5 points);
  • Intention to sub-contract significant number of activities to others (5 points).

The financial assessment will review the efficient utilization of budget (20 points) as follows:

  • Output-based budgeting;
  • Reasonable cost of implementation;
  • c) Administrative/indirect cost equal to or below 10% of total budget;
  • d) Inclusion of annual certified financial report and one most recent audit report.
