Overview : Support to Develop Risk Sensitive Land Use Plan (RSLUP)and Building Bye-laws of Kathmandu Valley Ref UNDP/RFP/013/2014)
The Risk Sensitive Land Use Planning (RSLUP), though relatively a new concept for Nepal, may prove to be an effective tool in responding to multiple urban risks that Kathmandu Valley (KV) is facing. Hence UNDP/CDRMP aims to support the government’s efforts to reduce increasing urban risks in KV through introducing RSLUP in close partnership with the government institutions, particularly, with Kathmandu Valley Development Authority (KVDA). The programme targets Kathmandu Valley municipalities and Village Development Committees (VDC) as the pilot implementation areas in Nepal. While the concept of RSLUP widely focusses on making entire KV level urban development risk responsive, it takes a practical approach in making local municipal RSLUP by incorporating risk sensitive approaches into local level municipal plans and programmes. This requires building capacities of KVDA to work with the municipalities in a harmonized and coordinated manner for implementation of RSLUP in the valley, and at the same time, developing individual municipality’s capacities to implement individual municipal RSLUP. Further, KVDA is also expected to ensure that all those VDCs under the KV that face same level of risks, also prepare RSLUP and puts efforts to implement them. |
