INDIVIDUAL PROCUREMENT NOTICE

1. BACKGROUND:

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The tasks and responsibilities of the Short Term Expert will be as follows:
• Providing the Project with sufficient administrative support and input of mine action data into the management system
• Providing support in day-to-day management of the Project
• Assisting experts (including STEs) to interact with the Project’s stakeholders most of whom are not fluent in English
• Translating outputs of the Project
• Fulfilling the tasks to be assigned by Senior Demining Consultants.
Under direct supervision of the Senior Demining Consultants, the incumbent shall report to the Inclusive Democratic Governance Programme Manager.

*The payment conditions indicated herein represents the maximum amount to be paid for the particular deliverable and will be based on the actual number of working days invested for the development of each deliverable. The total working days dedicated to the assignment shall not exceed 110 days.
Duty station will be in Ankara, whereas necessary travel might be required to pilot provinces of the project (Van, Iğdır, Kars).

3. QUALIFICATIONS AND SKILLS

The incumbent should possess the following qualifications and experience.

 

 
Minimum Requirements
Assets
General Qualifications
·    University Degree in relevant field
·    Proficiency in English and Turkish,
·    Computer Literacy
·    A degree in English from an English speaking university would be an asset
Professional Experience and Qualifications
·   Minimum five (5) years of general experience in the field of project implementation
 
 
Specific Experience and Qualifications
·   Minimum of 3 (three) years of experience on project assistance in international projects
 
 
Notes:
·    Internships (paid/unpaid) are not considered professional experience.
·    Obligatory military service is not considered professional experience.
·    Experience gained prior to completion of undergraduate studies is not considered professional experience

4. PAYMENT
 
The incumbent shall prepare ‘Monthly Progress Reports’ at the end of each month and submit these to UNDP as deliverables. The incumbent shall be paid monthly in TL equivalent of USD, on the basis of the number of days invested in each month upon acceptance and approval of the services by UNDP.
The incumbent shall also prepare a timesheet that indicates the number of days invested for the specific month and submit this to UNDP with the Monthly Progress Report for acceptance and approval of UNDP.
The amount paid shall be gross and inclusive of all associated costs such as social security, pension and income tax. Assignment-related travel, accommodation and per diem costs outside duty station will be borne by UNDP upon submission of documentation.
 
5. EVALUATION AND OTHER CONSIDERATIONS
 

 

The incumbent will be trained by relevant UNDP personnel on UNDP’s Programme and Operations Policies and Procedures (POPP), and will receive training on “security in the field”.
Interested individuals shall submit:
a)      A 1-page letter of motivation, focusing on the applicant’s skills and capabilities against the required qualifications (in English),
b)      UN Personal History (P11) Form available at UNDP’s vacancy announcement webpage

Applicants meeting the minimum requirements listed in the Terms of Reference will be short-listed and invited for an interview. Only successful candidates will be requested to submit ‘Financial Proposals’ upon completion of technical evaluation and interviews.
The financial proposals shall be submitted in UNDP’s standard format which will be communicated to successful candidates. The financial proposal shall specify the daily fee to be made. Other expenses related to the project such as travel, accommodation and per diems (if any) will be covered by the Project.
The selection will be made in accordance with the quality- cost based selection method (70% technical component and 30% price component).
