Overview : Under the direct supervision of the RR and DRR, and working closely with the Program Manager for Energy, Environment and Climate Change and other relevant colleagues, the consultant will be expected to: -Produce an analytical overview of the current RE/EE landscape in Barbados and the OECS, including current and expected actions by countries and other partners (40% of time - indicative) -Develop options for UNDP’s new strategic approach to RE/EE issues (30% of time – indicative) -Identify potential new programme/project opportunities (30% of time – indicative) RESPONSIBILITIES -survey the current RE/EE landscape in Barbados and the OECS, including current and expected actions by countries and other partners through a combination of desk research, meetings, field visits and participation in relevant conferences and other forums -engage fully with a wide range of stakeholders, including representatives of the countries of the region, key development partners, international and regional financial institutions, the private sector, and other relevant actors -hold discussions with key stakeholders within UNDP inside and outside the region -develop a detailed understanding of key trends in the RE/EE field in the eastern Caribbean -review the existing UNDP Barbados and the OECS strategy and portfolio in light of UNDP’s corporate strengths and new strategic plan, and potential new funding sources, and provide technical guidance as necessary -identify UNDP’s added value in RE/EE in the eastern Caribbean -recommend options for UNDP’s new strategic approach to RE/EE issues -contribute to the development of new proposals
