Overview : 1. BACKGROUND TO THE CONSULTANCY The Government of Lesotho (GoL) through the Ministry of Local Government, Chieftainship and Parliamentary Affairs (MoLGCPA) with funding from the European Union (EU), in partnership with United Nations Development Programme (UNDP) and United Nations Capital Development Fund (UNCDF) has embarked on implementing the Deepening Decentralization Programme (DDP). The Programme is implemented in collaboration with the Ministry of Finance and Ministry of Public Service. Under the programme, the Lesotho Institute of Public Administration and Management (LIPAM) has been identified by the Ministry of Public Service and Ministry of Local Government as a key partner responsible for training and capacity development of civil servants in the country. In order for LIPAM to embark on a comprehensive programme of building capacities of civil servants at both national and local level to improve in key functional areas, an assessment of her institutional capacity to deliver has to be conducted. The Programme seeks to recruit an individual consultant to undertake the assignment. 2. OBJECTIVES OF THE CONSULTANCY The overall objective of this assignment is to carry out an assessment of LIPAM’s institutional capacity to deliver on its mandate, responsibilities and functions. The specific objective(s) of the assignment are to: (a) identify LIPAM’s key organizational, technical and functional capacity and assess the degree to which LIPAM’s structure and departments are aligned to deliver its mandate (b) Propose Recommendations on how LIPAM can be effective and efficient.(c) Develop capacity development plan for LIPAM based on the recommendations from the assessment. 3. SCOPE OF CONSULTANCY: The consultancy firm will conduct an institutional capacity assessment of LIPAM. The assessment will consist of literature review, interviews, focus group discussions and other qualitative methods. A validation workshop on the preliminary findings of the assessment is a prerequisite for acceptance of the final report. The following key issues should be addressed by the consultant. The list however is not exhaustive and additional issues might come up during the consultancy. Proposals are therefore requested from suitably qualified consultancy firms to undertake the assessment.
