Overview : The Ministry of Foreign Affairs (MOFA) of the Federal Democratic Republic of Ethiopia is entrusted with the mandate to implement the national foreign policy and maintain the bilateral, multilateral relationship with various sovereign countries, international organizations and other institutions.
To achieve its objective, the Ministry has carried out a series of studies to improve its service delivery and transform the organization into an efficient public institution. The studies conducted so far include a service delivery improvement study to reform the working process and services, and a comprehensive Business Process Re-engineering (BPR) study, which aimed at radically transforming the institution through re-engineering its core and supportive functions
Following the findings of the BPR study, the Ministry’s supportive functions, such as the Finance, Procurement and Properties Administration and General Services, are organized as Directorate General. The Directorate General encompasses six separate Directorates. The Financial and Archive & Record management Directorates are two of the areas that the Ministry faces numerous challenges in meeting the requirements of both the ministry’s management and government institutions.
MOFA and UNDP Ethiopia has initiated a project that aims to establish efficient, effective and IT-supported modern Financial, and Archive and Record Management Systems. The main component of the project is to identify the challenges in the areas of financial, archive and record management and implement recommendations that would modernize the systems.
In order to facilitate the implementation of the project activities, UNDP Ethiopia is interested to hire an international consultant (IC) who would assist MOFA to define the nature and scope of the necessary interventions. This consultancy is for a short-term and would last for a maximum of 30 working days.
