Overview : The energy sector is a crucial element of all development and poverty alleviation undertakings in Ethiopia. The country’s continuous economic growth will undoubtedly influence and require transformational change of the sector. Enhancing institutional capacity and setting bold, ambitious but achievable targets are fundamental factors to insure long lasting and transformational change. In this respect, the government has set out a robust vision and strategy in its Growth and Transformation Plan (GTP) and further elaborated in its Climate Resilient Green Economy (CRGE) strategy that identified (i) electric power expanding and electricity generation from renewable energy for domestic and regional markets, and (ii) leapfrogging to modern and energy-efficient technologies in transport, industrial, and other energy consuming sectors, as two of its four major green economy pillars. The government also recently underwent a structural review and set up new institutions, such as the Energy Authority, Electric Utility and Electric Power institutions. The objective of this consultancy assignment is to undertake a comprehensive capacity needs assessment and develop tools to strengthen the capacity of MoWIE – Energy sector, focused on specific issues including: • Institutional capacity of MoWIE and national level coordination mechanisms; • Energy sector framework and its implementation capacity of the CRGE strategic objectives, specifically the energy component.
