Overview :

The United Nations Development Programme (UNDP) together with the Office of the High Commissioner for Human Rights (OHCHR) is engaged in long term capacity development Project of the Provedoria for Human Rights and Justice (PDHJ). The PDHJ is the national human rights institution (NHRI) of Timor-Leste.   

Building upon the existing human rights knowledge and skills which have been developed through the implementation of the UNDP-OHCHR Capacity Building Project for the Provedoria (2007-2009), the current Project (2010-2014) continues to strengthen the PDHJ’s human rights mandate, the department of public assistance, the four new PDHJ regional offices and the development of the PDHJ’s legal capacity. The project also provides support to the PDHJ institutional planning and management which is seen as crucial to the effective fulfillment of the human rights mandate.  

The development of an electronic case management system which reflects PDHJ’s case handling procedures is a critical aspect of the development of sound information management within the PDHJ. The case management system should serve as a storage mechanism for all relevant information of the cases handled by the PDHJ and also allows the PDHJ to generate statistics on its case handling system. The case management system is also shaped based on the internal procedure implemented at the PDHJ.  

The electronic case management system development started in early 2012 and has been in operation for several months.  PDHJ information technology staff do not have the skills required to perform basic updates, fixes and maintenance of the system and PDHJ staff required continued support to use the system.  The company responsible for maintaining the electronic case management system will conduct an audit of the system in Dili in October 2014 and this presents an opportunity for PDHJ to ensure that the system is fully operational and that PDHJ has all the necessary documentation for a full and complete handover of the system to PDHJ.
