| Overview : To implement its global partnership with Least Developed Countries UNCDF is requesting for external support to develop a policy framework for local development: LoOKING. LoOKING is a diagnostic exercise applying several analytical tools that is followed by a policy dialogue and the testing of reforms in Local Development. The aim of this request for proposal in the provision of technical and advisory services is to create a pool of expertise able to support UNCDF operations in its areas of expertise as outlined in these terms of reference.
UNCDF intends to have a contract with selected firm through which the Vendor will provide services as required, over a specific period of time and providing pools of experts for specific tasks. Services will be provided according to need and in accordance with the terms of reference. The selected Vendor will be expected to sign a non-disclosure agreement with regard to UNCDF proprietary methodologies and tools in addition to other privileged information that they have access to. Services required includes desk review and missions.
