| Overview : The objective of the assignment is to assist UNCDF to develop DFS country strategies, work plans and budgets for its digital finance activities in Papua New Guinea (PNG), Fiji and Solomon islands. At the same time, it is to help UNCDF to harmonize it approaches to DFS development incorporating PFIP, MM4P, and BTCA strategy, planning, budget and measurement tools so that they may be applied consistently across UNCDF countries with the ultimate goals of improving access to financial services by unbanked and underbanked communities, with a particular focus on women and rural households.
In addition to the country strategy and accompanying documents for PNG, BTCA is interested in developing a more detailed more road map for shifting payments from cash to digital payments. BTCA will participate in the planning of the PNG mission and strategy development. Accordingly we have allowed additional in-country days for PNG to accommodate meeting a larger group of actors.
As the format for this roadmap is not yet decided and the basis of the road map will be the field research done, it is not listed as one of the deliverables. Should BTCA wish the selected firm to complete that road map, additional days will be negotiated with the selected firm for doing so.
