Overview : We kindly request you to submit your Proposal for conducting works “Training for strengthening the systemic, institutional and operational capacity of PAs in Daxing’anling Landscape”. Please follow the Guidelines below and Annexes attached hereto in preparing your Proposal. Your offer, comprising of a Technical and Financial Proposal, six hard copies of each, should be submitted in two separate enclosed envelopes on or before October 31, 2014, COB local (Beijing) time and via courier mail to the address below: NPMO, CBPF-MSL programme Rm 130, Zhonglin Shangwu Bld, No.12, Hepingli Dongjie, Beijing 100013, China Attention: Zijie Zhang (Ms.) Communication Officer Tel: 8610-64299898 On each envelop, subject line should indicate the heading, “CBPF-MSL- Training for strengthening the systemic, institutional and operational capacity of PAs in Daxing’anling Landscape”, which are clearly labeled “Technical proposal” or “Financial proposal”. Your Proposal must be expressed in English and valid for a minimum period of two years. Simultaneously, please email your proposal with two separate PDF attachments to: zijiezhang@gefwetland.com, wetlands@163.com. In the course of preparing your Proposal, it shall remain your responsibility to ensure that it reaches the address above on or before the deadline. Proposals that are received by the NPMO/UNDP after the deadline indicated above, for whatever reason, shall not be considered for evaluation. The Proposal that complies with all of the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected. Any Contract or Purchase Order that will be issued as a result of this RFP shall be subject to the General Terms and Conditions of the UNDP. The mere act of submission of a Proposal implies that the Service Provider accepts without question the General Terms and Conditions of UNDP (http://www.undp.org/content/dam/cambodia/docs/Operations/UNDP%20General%20Terms%20and%20Conditons%20for%20Professional%20Services.pdf). Please be advised that the NPMO/UNDP is not bound to accept any Proposal, nor award a contract or Purchase Order, nor be responsible for any costs associated with a Service Providers preparation and submission of a Proposal, regardless of the outcome or the manner of conducting the selection process.
