Overview : Rwanda’s “Vision 2020”, the country’s overarching national planning and policy framework, recognizes that environmental degradation, unsustainable utilization of natural resources, and climate change makes it more challenging to achieve economic development and poverty reduction objectives. Recognizing that environment and development issues need to be addressed in a co-ordinates manner, the Vision 2020 states clearly that Rwanda will endeavor to “mainstream the environmental sustainability issues in all development policies, programmes and actions to realise equitable and sustainable development”. As part of the roadmap towards realising Vision 2020, environmental sustainability has been given priority both as a specific sector and as a crosscutting issue in national medium term strategies; the Economic Development and Poverty Reduction Strategy (EDPRS I: 2007-2013) and its successor strategy (EDPRS II: 2014-2018), as well as other national, sector and sub national planning processes. The integration of pro-poor environmental sustainability objectives into national planning at all levels serves as a critical input to both sustainability and national poverty reduction initiatives. This is fully recognized by the Government of Rwanda, as reflected by Rwanda’s Environment Management Authority (REMA) leading on the implementation of the Rwanda Poverty Environment Initiative (PEI) with the support of the global joint UNDP-UNEP PEI programme. The PEI Rwanda programme is implemented in close co-operation with Ministry of Finance and Economic Planning (MINECOFIN) and other key ministries. PEI Rwanda has successfully integrated poverty-environment objectives in EDPRS I and II as a result of PEI support to key sectors in selecting their priorities from a P-E mainstreaming perspective which serve as a basis for drafting sector strategic plans. PEI has strengthened capacity of planning and finance agencies and sector ministries to implement EDPRES II priorities by making informed budget allocations and investment decisions for pro-poor sustainable natural resource management as a result of the practical application of planning and monitoring guidelines and informing annual budget call circular issued by MINECOFIN. In order to demonstrate the tangible benefits from investing in pro-poor environment, natural resource sustainability plus climate adaptation objectives in national and sub-national development processes, REMA with PEI support established the Rubaya Demonstration project in Rubaya sector, Gicumbi District. The Rubaya project aims to demonstrate how investments in pro-poor environmental and natural resource management can help to reduce poverty, improve food security, health and sanitation, and empower women and vulnerable groups. The project has applied participatory integrated approaches to put into practice initiatives in support of achieving local development gains, and drawing on a cross-sectoral approach. 2. Objective: The overall objective is to promote the sustainable management of natural resource and ecosystem services through the adoption of practices that integrate environmental sustainability, poverty reduction and economic development. The objective of the consultancy is two-fold: 1)Determine the total net economic value, and the social and environmental benefits of the REMA/PEI Rubaya demonstration project. 2)Elaborate a Proposal and Business Plan for the replication of the demonstration project by REMA and its partners including Ministries of Local Government, Agriculture, and MINECOFIN. REMA is keen to generate economic evidence on the total net economic value and document lessons learnt and best practices from the Rubaya demonstration project. Assuming that the total net economic value and social and economic benefits are positive, REMA would like to promote the effective replication of the project in other locations. The Rubaya analysis can then be used to elaborate a Proposal and Business Plan for the scaling up the project, by using multiplier analysis and other economic modelling tools. The Proposal and Business Plan should present a convincing economic, social and environmental rationale and justification for the effective replication and scale up of the Rubaya demonstration project to other locations across the country. A successful replication in other locations could provide an important contribution towards achieving a number of EDPRS objectives and national MDGs targets, particularly those relating to poverty reduction, food security, environmental sustainability, health and empowerment of women.
