Overview : Objectives of the Baseline Survey The objective of the Baseline Survey is to provide reliable baseline data/information on livelihoods and agriculture practices for the target farmers in 25 Upazilas of 3 districts in CHT as per the indicators of project objectives, specific objectives and expected results specified in the project document and the project log‐frame. Scope of work The scope of the assignment will be to look into the project proposal including log-frame, overall project objective, expected results and project implementation strategy, and based on which the appropriate methodology and survey questionnaire/tools will be developed. The survey team should review the available related documents including the Results Assessment undertaken in 2012 and 2011 under the first phase of Agriculture and Food Security Project (AFSP). During implementation of the survey, the contracted agency will closely work with the Project Team and is expected to coordinate with CHTDF offices in the region, districts and Upazilas in the CHT. Survey Methodology Both qualitative and quantitative methods will be considered in the survey and the company/agency will present complete methodology in the technical proposal. The proposed methodology must consider the local context of CHT and data collection instruments should be finalized following consultation with CHTDF. The total target of the project is to establish 1,800 FFS across all the 118 Unions of 25 Upazilas in CHT involving 45,000 households directly. The sample size for the survey is to be selected using a statistically valid sampling technique considering population of 45,000 households only that determines a representative sample of respondents both from targeted households and non-targeted households for the study. Considering the socio-cultural diversities and heterogeneous features of the CHT population, the field survey team should include enumerators from the CHT especially the ethnic communities in order to adequately capture the required information for the survey.
