| Overview : In order to address climate change effectively and efficiently, the United Nations Framework Convention on Climate Change (UNFCCC) was adopted by the international community in June 1992. According to Article 4.1 and Article 12 of the Convention, each Party has the responsibility to exchange communication, in which what included are national inventory of emissions by sources and removals by sinks of all greenhouse gases (GHGs), a general description of steps taken and envisaged to implement the UNFCCC as well as other information that the Party considers appropriate. Meanwhile, Decision1/CP.16 adopted by the sixteenth session the Conference of the Parties (COP) in 2010 and Decision 2/CP.17 adopted by the seventeenth session of the Conference of the Parties (COP) in 2011of the UNFCCC stipulate that non-Annex I Parties, consistent with their capabilities and the level of support provided for reporting, should submit their first biennial update report from 2014 which should cover information on national GHG inventory, mitigation and adaptation actions, related financial, technical and capacity needs, and information on the level of support received. As a Party of Non-Annex I to the United Nations Framework Convention on Climate Change (UNFCCC), China officially submitted its Initial National Communication to the 10th Conference of the Parties (COP10) in December 2004 and its Second National Communication to the 17th Conference of the Parties (COP17) in November 2012, in which China reported the GHG inventory of certain year and presented a comprehensive information on policies and actions on addressing climate change.
Assignments for bidding
This project is to enable China to fulfill its commitments under the UNFCCC to prepare its Third National Communication (TNC) and Initial Biennial Update Report (IBUR) and to gradually establish a management and supporting system of developing NCs and BUR in accordance with the Guidelines for the Preparation of National Communications from Non-Annex I Parties (8/CP.11) and Biennial Update Reporting Guidelines for Non-Annex I Parties (2/CP.17) adopted by the Conference of Parties (COP). The project will develop comprehensive national Greenhouse Gas (GHG) inventory of 2010 and 2012. It will further strengthen China’s capacity to develop, systematically update and apply national communication and relevant knowledge. It will enable China to combine national circumstance with sustainable development strategy and policy, effectively implement policies and action targets of address climate change, which will eventually contribute to global mitigation of and adaption to climate change. The implementation duration of this project is four years. As the outcomes of this project, the Chinese TNC and IBUR will be submitted to the Conference of the Parties (COP) to the UNFCCC.
According to the project activities, 9 proposed assignments of the TNC project are opened for bidding as the following:
1) China’s inventory of GHG emissions from the energy sector;
2) China’s inventory of GHG emissions from industrial processes;
3) China’s inventory of GHG emissions from the croplands;
4) China’s inventory of GHG emissions from Livestock Sector;
5) China’s inventory of GHG emissions from LULUCF Sector;
6) China’s inventory of GHG emissions from wastewater / sewage treatment;
7) Update China’s GHG inventory database;
8) China’s GHG Emission (CO2) Forecast Methodology and scenario analysis;
9) Improving public awareness and informing policy-decision making on climate change, spread government policies to address climate change.
Considering these assignments listed above are of national importance, like national GHG inventory, GHG emission projection, etc., relevant and state-of-art technical skills and adequate coordination capacities, as well as skill in reading and writing Chinese government-style documents are required. Bidders should make sure your organization have the capacities and experiences in related fields.
Submission of Proposal:
Interested bidders are requested to send confirmation letter to TNC PMO by fax and indicate whether or not you intend to submit a proposal no later than October 22, 2014 at 5:00 p.m. Sub-contract proposals should be submitted to TNC Project Management Office (PMO) before 5:00 pm, November 6, 2014 (Beijing time). Ten copies of the Proposal (including technical and financial proposals) are requested. Please carefully read the TORs for sub-contracts and Request for Proposal (RFP) of Enabling China to Prepare Its Third National Communication to the UNFCCC. Any discrepancy with TOR or RFP could result in a rejection. No matter succeed or not, no proposal will be returned.
Following the procurement procedure of UNDP, TNC PMO will invite experts to evaluate project proposals submitted in time. Then China International Center for Economic and Technical Exchanges (CICETE) will sign contracts with successful bidders according to the evaluation results and the authorization of the Department of Climate Change.
