Overview : The main objective of Component A is to develop a legislative framework, which will enable Ministry of Interior and the public administrators (governors and sub governors) to exercise civilian oversight over law enforcement bodies.
The overall objective of this assignment is to support the realization of Activity A.3 Review for the necessary institutional structures proposed to the Ministry of Interior including draft organigrams for enhanced civilian oversight in line with the EU best practices (Output: Gap analysis report on institutional capacity of the Ministry of Interior + recommendations). Local Short Term expert will work together with international experts in order to submit a gap analysis report on institutional capacity of the MoI. The local expert will be assigned to review the related reports submitted to MoI regarding institutional capacity. S/he will be responsible for creating organigrams for enhanced civilian oversight in line with the EU best practices. The expert will participate to workshops to exchange information and create recommendations for the MoI. The consultant is expected to attend a seminar/conference in Ankara to present the outcomes of the assignment.
Local Senior Short Term Expert will be mainly responsible for contributing to a gap analysis report on institutional capacity of the Ministry of Interior together with the international experts and finalize recommendations along lines defined by the CTA.
In this regard, the expert is expected to a) participate to a series of event (see list of deliverables) and produce meeting notes about options discussed and decisions taken, b) to study the existing reports on strategy, best mechanism for MoI and establishment of a joint academy c) will contribute to design and submit three proposals to the MoI regarding draft organigrammes. And finally, d) S/he will specifically be in charge of the Turkish version of the final document and ensure that the Turkish version is in line with the English reference version. |
