Overview : The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices. BSEEP has since developed 12 policy papers to build on and strengthen existing policies, action plans, legislation and regulations for promoting and enforcing EE in the building sector. BSEEP is currently seeking to develop suitable econometric model(s) to be used as a tool to access the impact, costs and benefits of the proposed energy efficiency policies. BSEEP is seeking services to help quantify these effects at the sectorial and macroeconomic levels. The model should be one that is empirical in nature and is designed to make maximum use of the available data from the relevant ministries and agencies in Malaysia. For policy and/or regulation papers produced where data be limited, a basic econometric approach is to be proposed based on a set of assumptions and accounting relationships.
