Overview : The Comprehensive Disaster Risk Management Programme (CDRMP) has been formulated as part of the Strategic Partnership Framework signed between the Bureau for Crisis Prevention and Recovery (BCPR) and UNDP Nepal, and in accordance with the Nepal Risk Reduction Consortium. The programme aims to strengthen the institutional and legislative aspects of DRM in Nepal, by building the capacities of Ministry of Home Affairs (MoHA), other ministries, and local government agencies. The CDRMP will also establish strategic linkages between DRM and development sectors. The programme’s intervention in the area of climate risk management (CRM), community-based disaster risk management (CBDRM), and emergency preparedness and response plans to strengthen the overall system of disaster risk management in Nepal. It integrates gender equality and women empowerment as well as social inclusion issues for sustainable DRM. In course of implementing the programme, UNDP is building partnerships with the government, NGOs, international agencies, and academic institutions and expands the institutional and knowledge base of disaster risk management in Nepal. Recently, CDRMP has expanded its activities under its CRM/CBDRM component with the Integrated Climate Risk Management (ICRM) initiative funded by UNDP/BCPR and the ‘Fast Tracking Millennium Development Goals (MDG) and Safeguarding Development Gains’ initiative (hereafter initiative), funded by the Republic of Korea (RoK), through the Korean International Cooperation Agency (KOICA). The ICRM initiative is a new, global initiative, envisaged to be implemented in 6 pilot countries in the world, Nepal being one of them. The ICRM initiative is aimed to reduce the worsening climate change impacts on lives and livelihoods of the vulnerable population of Nepal by combining climate change adaption and disaster risk reduction actions in planning, implementation and monitoring. The ICRM project districts are Surkhet and Dolakha, additionally; some minor activities will take place in Chitwan. This ICRM initiative will be focussed on the following interventions: •Conduct integrated climate risk assessments to develop an overall climate risk profile and an implementation plan, with specific focus on Agriculture •Assist mainstreaming of climate risk management concerns into development plans and policies of Agriculture •Assess and install a community based early warning system in one sub watershed and link with DEOC/MEOC and NEOC •Facilitate development and implementation of sector-specific or community level CRM interventions to build resilience •Support GoN and relevant Institutions for strengthening the capacity on CC and DCRM in order to plan and implement the interventions through their annual plan •Facilitate collaboration between administrative departments and sector-specific agencies by developing mechanisms for information sharing.
