Overview : Request for Proposal UN001/2014 Institutional Consultancy – desk review of the existing assessments of the Public Financial Management system of Bosnia and Herzegovina Objective and Scope of the Macro Assessment To ensure adequate awareness of the public financial management (PFM) environment in which UN agencies provide cash transfers to Implementing Partners s in Bosnia and Herzegovina, a desk review of assessments of the PFM system should be conducted by a selected company. The term ‘PFM’, for the purpose of this assessment is broadly defined to include a range of considerations for UN agencies operating within the country; it is not limited solely to the financial environment but also includes national procurement capacity, exchange rate volatility, presence of informal/black markets, etc. This assessment is called a Macro Assessment. The third party service provider performing the macro assessment is expected to collects available PFM assessments to aid in detailing the risks related to the use of PFM systems for cash transfers within the country. This includes considerations regarding the use of the Supreme Audit Institution and broader country conditions such as environmental conditions, legal regulations, judicial environments, exchange rate volatility and the presence of informal/black markets, etc. The third party service provider is expected to complete assessment three (3) weeks from the date of the signature of contract. Required expertise / Criteria for the selection: Qualifications of the Third Party Service Provider The third party service provider should be experienced in performing assessments similar to a macro assessment and assessing risks related to Public Financial Management systems. The provider should also have financial management experience and knowledge of the United Nations system and the development sector. Potential contractors should submit bidding documentation consisting of: A) Technical proposal 1. Cover letter with short presentation of the company’s portfolio, accompanied by registration document. 2. Curriculum vitae (CVs) of all members of the assessment team should be provided. They should include details on engagements carried out by the staff members, including ongoing assignments, indicating responsibilities assumed by them and their qualifications and experience in undertaking similar assessments. 3. Reference list of the company in undertaking similar assessments. B) Financial proposal: 1. Financial proposal is prepared in a separate envelope and it should outline total budget required for the above assignment, presented in BAM, without VAT. Detailed Terms of Reference for the requested services can be found on the UNDP, UNICEF and UNFPA BiH websites: www.unicef.ba, www.ba.undp.org, www.unfpa.ba. Technical proposal and financial proposal should be submitted in English language. The proposals must be mailed to UN House reception desk, address: Zmaja od Bosne bb, 71000 Sarajevo. Proposals must be delivered in two separate sealed and marked envelopes (one envelope containing only the technical proposal and the other envelope containing only the financial proposal) by 20 November 2014 at 17.00 hrs with the remark: Proposal for RFPQ UN001/2014 - HACT Macro Assessment. Please note that the technical proposal should not have any data on financial aspect of the offer (this should be exclusively stated in the financial proposal envelope).Contact details of the company should be printed on both envelopes. The invitation for submission of proposals does not obligate signing of the contract with bidders, nor does it assume the obligation to pay the costs of preparing the bids.
