Overview : Since the new Government organization in 2010 in Sint Maarten, the mission of the Ministry of General Affairs is to coordinate, advise and support the process towards the effective and efficient overall government policy. To support the preparation, publication and management of the laws and regulations of the land, and responsibility for legal affairs, national security and disaster management, as well as the development, integration and making operational the concerns with respect to foreign relations. Also, the execution of good governance, trustworthy and client friendly service to the government organization, business sector, citizens and organizations that make up the community of Sint Maarten, as well as the external communication pertaining to government policy in general. As such, the ministry falls under the responsibility of the Leader of Government, the Prime Minister of Sint Maarten. The Ministry of General Affairs is managed by a Secretary General and comprises the following departments:
• Legal Affairs and Legislation (JZ&W)
• Interior Affairs and Kingdom Relations (BAK)
• Foreign Relations (BB)
• Public Service Center (PSC)
The mandate of BAK includes amongst others responsibility to support national development.
The Government of Sint Maarten (GoSM) has requested the support of UNDP for the drafting of a long term National Development Plan, which results from an inclusive and participatory process. The NDP needs to be operational and action oriented. The Department of Interior Affairs and Kingdom Relations (BAK) is driving the process
Several inputs for the NDP have already been completed, namely, (a) existence of medium term sector plans, (b) A series of stakeholder consultations, (c) SWOT analysis, (d) a medium term Sustainable Community Development Country Action Plan (e) alignment with the International community proposed Sustainable Development Goals (SDGs) and the Small Islands Developing States ten year Samoa action plan. An international consultant is required to support BAK in harmonizing all existing inputs, and drafting the long term NDP. |
