Overview : I. BACKGROUND
The Office of Audit and Investigations (OAI) is responsible for the investigation of all wrongdoing involving UNDP staff members and allegations of fraud and corruption against UNDP whether committed by UNDP staff members or other persons or entities where the wrongdoing is to the detriment of UNDP. OAI is the sole office in UNDP mandate to conduct investigations. OAI is in the process of establishing a Social and Environmental Compliance Unit (SECU) which will undertake compliance review for UNDP’s social and environmental policies and procedures.
II. OBJECTIVES
OAI is seeking a firm to develop and implement a Comprehensive Case Management System (CMS) and Integrated Reporting Hotline for UNDP to be used by OAI to facilitate managing the investigation process from case reporting, including intake and risk assessment to the creation and tracking of investigation statistics and reports. It will also allow the OAI to establish an independent outsourced reporting line to capture incidents from all sources, through phone, web, and reports from managers on one reliable integrated system. It is anticipated that the case management system would be used for a number of years.

Any questions pertaining to this RFP may be electronically sent to oai.bids@undp.org. All questions received at this mail address by 24 November 2014. (New York time) will be answered and copied together with the questions to all potential bidders. You are also requested to acknowledge receipt of this notice and to indicate whether or not you intend to submit a proposal by sending an e-mail to oai.bids@undp.org clearly indicating subject “OAI-ICMS-Confirmation” by no later than 24 November 2014.
