Overview :
 A.      Project Title : Capacity Development Programme through Detailment of NGAs Staff to Typhoon Yolanda Affected LGUs (CAPDEV PROGRAMME)
 
B.      Project Description 
 
Rationale:
 
It has been almost eight (8) months since Typhoon Yolanda (Typhoon Haiyan) carved a path of destruction in the Visayas Region. Recovery efforts led by Local Government Units (LGU) are progressing, albeit slow due to inadequate resources. Guided the philosophy of “Build Back Better” enshrined in the national government’s Recovery Assistance to Yolanda (RAY), most of the LGUs have drafted their recovery plans outlining projects for funding.
 
Alongside LGU recovery efforts are programs and initiatives of the national government agencies, international non-government organizations and the UN System designed to support recovery of Yolanda victims. There is thus a need to harmonize and maximize available support from the resource sectors to ensure that real needs of various Local Government Units are addressed.
 
In addition, a series of workshops in partnership with National Economic and Development Authority and the Department of Interior and Local Government of Region 8, UNDP is organized a matching cum planning workshop dubbed as “Harmonizing Agencies’ Initiatives of Post Yolanda ActioNs” (HAIYAN). The HAIYAN Workshop provided a venue for the LGUs and funding donors from the government and international donors to come together, and map out and plan the implementation of various recovery and rehabilitation projects for the Provinces of Leyte, Eastern Samar and Western Samar.
 
It is also at this workshop that the LGUs validated their need for technical support for the implementation of their recovery and rehabilitation plans. Thus, there is the need to deploy and detail key local experts from the national line agencies to provide specific technical assistance and support to the LGUs in the implementation of their recovery and rehabilitation plans. Thus, this project on Capacity Development through the detailment of NGAs staff to typhoon Yolanda affected LGUs was developed.
 
The project is a partnership between DILG and UNDP to collaborate on a number of initiatives including the provision of technical expertise to some of the hardest hit LGUs in the Yolanda affected area. UNDP will facilitate the provision of peer support through the detailment of NGA personnel from other parts of the country to LGUs in the affected sites. The peer support mechanism will provide affected LGUs with additional technical capacity to jump start the recovery process in their respective areas
 
Objectives:
 
The activity will provide technical expertise to some of the hardest hit LGUs in the Yolanda affected areas in order to restore minimum operational assets and augment the human resource capacity of affected LGUs.
 
C.      Scope of Work
 
DUTIES AND RESPONSIBILITY OF IC EXPERT SUPPORT TO LGU
 
1.   Prepare and or review plans, design and supervise projects being implemented for Yolanda Recovery Programme
2.   Provide support in the identification and validation of beneficiaries for Yolanda Recovery projects and ensure no duplication of beneficiaries and intervention
3.   Provide support to LGUs in the identification of needs, gaps and preparation of plans
4.   Assists LGU in the preparation of proposals for different agencies and donors.
5.   Assists in identifying local partners and supplier of goods and materials
6.   Assists in mobilizing local resources and help facilitate complementation of stakeholders
7.   Assists to facilitate coordination among implementing agencies on Yolanda Recovery Program
8.   Assists to facilitate local or community based orientation/training related to Yolanda Recovery Programme
9.   Help facilitate Capacity enhancement program for LGU personnel, leaders and local manpower
10.                Serve as liaison between and among NGOs, implementing partners and the LGU
11.                Initiate or help LGU formulate policies to support implementation and sustainability of project being implemented for Yolanda Recovery
12.                Document and submit regular progress report to LGU and UNDP for the above mentioned duties and responsibilities
 
D.      Expected Outputs and Deliverables
 
1.       Need assessment and analysis of LGU Disaster Recovery and Rehabilitation Plan
2.       Plan of work for supervision and implementation of key activities and projects in LGU Disaster Recovery and Rehabilitation Plan
3.       Project proposal developed and submitted to donors for funding
4.       Facilitated a number of orientations and training programmes
5.       Formulated significant policies to support implementation of Projects identified for implementation
6.       Document and submit regular (bi-monthly) update reports to LGU and UNDP on activities and projects undertaken
 
E.       Institutional Arrangement
        
          ON THE PART OF THE LGUS
 
1) LGUs will develop the terms of reference (TOR) and work plan specifying the objective, activities and specific outputs and duration of engaging the IC
2) LGUs will identify and assign a full time counterpart staff or employee that will be working together with the IC
3) LGUs will ensure regular monitoring and feedback mechanisms (meetings, monitoring reports, updates, etc.) with the IC. Feedback meetings or sessions should and will involve UNDP staff;
4) LGUs will provide for a proper working space.
5) LGUs will identify for the proper housing facility.
 
ON THE PART OF UNDP
 
1) The detailing scheme/programme will cover costs related to deployment (transportation) of IC from home station to identified LGU of assignment;
2) Provide for a monthly compensation of PhP 30,000/month for the duration of the assignment;
3) Provide for an additional insurance mechanism to the volunteer detailed staff;
4) Provide for a venue of sharing of experiences and publish these particularly on LGU level good practices and processes towards realization and enhancing the RA No. 9485 (Anti-Red Tape Act) which shall discuss and strengthen frontline service standards and guarantee performance level.
 
F.      Duration of the Work
 
The contract period is for two (2) months starting October to December 15, 2014.
 
G.      Duty Station
 
The IC staff will be deployed in the municipalities of Dulag/Tolosa, or Palo. All in the province of Leyte. He/she is required to live in the LGUs he is assigned and report regularly to the LGUs partner and may be from time to time called by the UNDP Area Coordinator or Project Officer to the Tacloban Hub.
 
H.      Qualifications of the Successful Individual Contractor
 
Competencies
 
1.   Any of the following expertise : Civil engineer/Community Development/Agricultural Economics/ Agribusiness or equivalent experience in project supervision and management
 
2.   Experience on the following :
2.1                Needs assessment and analyses
2.2                Project development, implementation and monitoring and evaluation
2.3                Coordination within the LGU departments and external partners
2.4                Event organizing and facilitation
2.5                Project proposal writing and packaging
2.6                Policy/resolution and agreement formulation
 
3.   Extensive knowledge in government protocol and services, and ability to speak local dialect (Waray) will be an advantage
 
I.       Scope of Price Proposal and Schedule of Payments
 
The IC will be given a lump sum amount “all-inclusive ” of PhP 30,000.00 per month. The contract price is fixed regardless of changes in the cost components.
 
      If duty travels are expected, outside of his duty station UNDP as the Offerors with the UN’s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations. This is to aid their determination of the appropriate fees and financial proposal amount, but it does not imply that Offerors are entitled to DSA payment ; and
 
 
J.       Recommended Presentation of Offer
 
For purposes of generating Offers whose contents are uniformly presented and to facilitate their comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation. The following documents may be requested:
 
a)       Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
b)       Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
c)       Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services];  
 
K.      Criteria for Selection of the Best Offer
 
The option to be used is:
 
a)    Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.
