TERMS OF REFERENCE
ADMINISTRATIVE AND FINANCE ASSISTANT
 
1.       DESCRIPTION
 
The Government of the Philippines (GPH) and the United Nations Development Programme-United Nations Environment Programme (UNDP-UNEP), in a joint agreement, implemented in 2011 the Philippines Poverty Environment Initiative (PPEI) project in line with the vision of the GPH of promoting sustainable development through rational utilization of natural resources (NR) for economic growth, environmental protection, social equity and especially for the benefit of poor communities in rural areas. The Bureau of Local Government Development-Department of the Interior and Local Government (BLGD-DILG) is the project holder while the Department of Environment and Natural Resources (DENR), Department of Finance (DOF), Department of Budget and Management (DBM), and the National Anti-Poverty Commission (NAPC), are the responsible partners.
 
The PPEI Phase 2 (2013-2015) has five intended outcomes:
 
·         Timely release of environment and natural resource (ENR) revenues to local government units (LGUs);
·         Improved utilization of natural resource revenues for social services delivery, poverty reduction and environmental sustainability through mainstreaming P-E linkages in the planning and budgeting system of LGUs;
·         Developed national and local government capacities on linking Poverty-Environment concerns in governance;
·         Transparent collection and utilization of natural resource revenues applied through the introduction of Extractive Industries Transparency Initiative (EITI), and
·         Improved regulatory framework for small scale mining for an optimized contribution to sustainable development.
 
2.       KEY RESPONSIBILITIES
 
·         Coordinate with project responsible parties   in the preparation of work                                                                                                                                                                                                                                                                                                                                                                           plans and implementation of activities.
·         Oversee financial management operations, including related system modifications for simplification and seamless integration with UNDP system that include:
-          Keeping orderly record of project files;
-          Keeping the project financial records/bookkeeping;
-          Preparing vouchers for payments;
-          Ensuring efficient communications within the project management and the project partner
-          Assist in organizing planning meeting, workshop, etc., as necessary;
-          Procurement and inventory of project office supplies and materials;
·         Manage receipts and payments e.g. local and foreign payables, payables and receivables and payroll-related transactions
·         Manage accounts, records and file management functions e.g. review and identification of the integrity of monthly accounts, bank reconciliation reports, ensures that issues are addressed and actions completed on time
·         Ensure cost effectiveness and quality of accounting services through continuous process of improvement and automation
·         Perform cash management function e.g. banking-related services and treasury transaction, as well as compliance and reporting management functions.
·         Keep abreast of all updated procedures, rules and regulations relevant to assigned functions.
·         Perform other duties as may be assigned from time to time by his/her supervisor.
 
3.       Key Qualifications
·         Bachelor’s degree in Business Administration, Accountancy, or related field, preferably with Master’s degree/ units
·         At least 2 years of experience in project management and development
·         Strong initiative and can work with minimum supervision
·         Ability to work well in a multi-disciplinary team and relate well in diverse range of stakeholders at local and national levels
·         Outstanding oral and written communications skills
·         Strong proficiency in MS Office suite (Word, Excel, Outlook, Power Point)
 
4.       DURATION AND PLACE OF ASSIGNMENT
 
Six (6) months (January – July 2014) with the possibility of renewal every six (6) months until the end of 2015. The Project will be based in BLGD. The assignment will involve extended visits to project sites.
