Overview : The Entrepreneurship Development Programme (EDP), which started in February 2013, calibrates the Government’s medium-term development vision of transforming the economy from a predominately agrarian economy highly dependent on subsistence agriculture to one where the industrial sector plays a major role in domestic wealth and employment creation. In line with the GTP and the current cycle of the United Nations Development Assistance Framework (UNDAF 2012-2015), the EDP will substantially help stimulate private sector-led growth in manufacturing and services industries by improving competitiveness of existing MSEs and supporting growth of aspiring entrepreneurs so that micro and small enterprises can fully contribute to job creation, income-generation and eventually to economic growth. The purpose of the study is to develop an effective strategy to enhance the level of development of entrepreneurship (mindset change—knowledge, skills &competencies upgrade; culture and behavior/practices of successful entrepreneurs) within the private sector in Ethiopia by laying the foundation for a deeper understanding and appreciation of the relevance and pivotal role the private sector (made up of mainly business owners/managers) plays in promoting industrialization and economic development in Ethiopia. The Specific objectives include: 1. Identify what needs to be done to create an enabling business environment for entrepreneurs which will include: a. Concrete and coordinated regulatory and institutional policy reforms aimed at eliminating identified binding constraints to improve business enabling environment for private sector growth and development b. Coordinated and structured support such as information on market access opportunities and entry requirements, infrastructural needs to facilitate market access, financial services, and transfer of technologies among others. 2. Highlight the importance of facilitating a mindset change process aimed at fostering the development of an entrepreneurial culture at the academic and city administration levels 3. Identify key government and private entity stakeholders who must play a pivotal role in the development of an entrepreneurial strategy for Ethiopia.
