Overview : The new Country Programme (2013-2015) of UNDP in Myanmar comprises of 3 pillars, namely: Pillar 1 – Local Governance; Pillar 2 – Climate Change, Environment, Energy and Disaster Risk Reduction; and Pillar 3 – Democratic Governance and Development Effectiveness. There are 5 outputs envisaged under the Pillar 1 (Local Governance) namely: output 1 – strengthened institutional capacity of local government; output 2&3 – strengthened institutional capacity of civil society organizations and local media institutions; output 4 – strengthened institutional capacity of micro-finance service-providers; and output 5 – improved livelihoods and social cohesion. The overall objective of Output 5 under Pillar 1 is to support livelihood recovery and development activities and opportunities for social cohesion and peace building, at national, regional and local levels. As a part of the assistance package on livelihoods and social cohesion at the village level, a large number of livelihood and social infrastructure are being constructed and/or rehabilitated across 7 ceasefire and high-poverty areas in Rakhine, Kachin, Kayah, Kayin, Shan, Chin and Mon States. In May 2014, the Government facilitated the resettlement of 113 households (484 individuals) from 7 camps in Myitkyina and Waingmaw to the Pa La Na relocation site in Ngway Pyaw village, Myitkyina. In an effort to sustain durable solutions, humanitarian and development actors based in Kachin State have agreed to coordinate and support efforts to sustain durable solutions for resettled families in Pa La Na. Part of this support includes social and economic recovery and reintegration of resettled families within Pa La Na resettlement site in Nway Pyaw village. Accordingly, and responding to an assessed need and request from government at the local level, UNDP has agreed to facilitate the construction of PaLaNa road and support some income-generation and social cohesion strengthening activities in this village. Though the entire construction work of the road will be sub-contracted to a contractor selected on competitive basis (in progress), the overall monitoring and supervision will be done by UNDP through the Area Office based in Myitkyina and Pillar 1 Output 5 team from Yangon, to ensure the construction work is done as per the agreed contract and also to ensure the quality of construction work. Therefore, UNDP wishes to recruit a Civil Engineer (on Individual Contract modality) who will be based in Area Office in Myitkyina and be responsible for providing technical guidelines, monitoring and supervision especially of PaLaNa road and also other infrastructure activities in Kachin, if any, on behalf of UNDP and provide reports to the UNDP.
