Overview : The quest for poverty eradication is at the core of Ethiopia’s development objective. In this regard, all development policies, strategies, programs and projects are primarily geared towards achieving this objective and in realizing the national vision of becoming a middle income country by 2025. Consequently, achieving broad-based, accelerated and sustained economic growth is seen as a means through which the overarching development objective of poverty reduction and the achievement of MDGs is to be realized. Hence successive medium terms development plans, including the Sustainable Development and Poverty Reduction Programme (SDPRP), the Plan for Accelerated and Sustained Development to End Poverty (PASDEP) and the current Growth and Transformation Plan (GTP) (2010/11—2014/15) were all designed with a strategic focus on poverty reduction and human development. The development plans also ensured that the MDGs were fully anchored and integrated in the national development agenda. The country has since recorded notable socio-economic progress with an average real GDP growth rate of 11% per annum between 2003/04 and 2012/13 and significant poverty reduction from a high of 44% in 1995/96 to 29.6% in 2010/11. The incidence of poverty is estimated to have further declined to 26% in 2013 coupled with significant progress in human development indicators. The main objective of this assignment is to prepare the 2014 Millennium Development Goals Report for Ethiopia. Specific objectives include: • To rigorously assess progress and challenges in meeting the MDGs by end of 2015; • To reflect on national milestones around the MDGs and their influence on the country’s development agenda, i.e., the extent to which MDGs informed the adoption of policies, strategies and programmes; • To analyze socio-economic trends towards the achievement of MDGs; • To identify the unfinished business of MDGs and emerging issues, including the post-2015 development agenda. Hence, UNDP is looking for Individual Consultant (IC) for the Preparation of the 2014 MDG Report for Ethiopia (National Consultant)
