Overview :

BACKGROUND / RATIONALE OF THE CONSULTANCY ASSIGNMENT  

In Ethiopia, The UNV Programme Comprises advocates strongly for voluntarism as a major form of civic engagement and it actively works with development agencies providing technical co-operation and capacity development initiatives. Increasingly government, development organizations (UN Agencies), and Volunteer Involving organizations are aligning their strategies and actions with much higher level development goals at national and international level.  The idea is that projects alone will not affect longer term change and sustainable development, but that working in synergy with others is more likely to produce significant changes for people living in poverty.

The United Nations Development Assistance Framework (UNDAF - Ethiopia) the strategic framework for the United Nations Country Team (UNCT) in Ethiopia, describes clearly collective response of this team to priorities in the national development framework, reflected in the United Nations Development Assistance Framework (UNDAF) Outcomes. UN Volunteers contribution (part of UNCT) analyzed in terms of Advocacy, capacity development, policy advice and programming. Together representing partnership between developed countries and developing countries “to create an environment at the national and global levels alike- which is conducive to development and the elimination of poverty. At the same time Democracy, Governance and peace-building as well as humanitarian relief and recovery underpin the achievement of the internationally agreed MDGs.

UN Volunteers Field Unit currently hosting up to 60 Volunteers under different modalities including National UN Volunteers, International Volunteers, Youth Volunteers, Interns among others. Majority of the UN Volunteers are currently serving in different agencies majorly UN Agencies and Government at National, Regional and Local levels.

OBJECTIVES OF THE SERVICE / WORK 

In the overall, it is envisaged that the National Capacity Assessment will lead to better understanding of existing volunteer mechanisms, legal, and policy and Institutional framework, further form a basis on which a full programme document that ensures a collaborative framework on volunteerism among relevant stakeholders and thematic development sectors can be established. The framework will have several streams, mechanisms to ensure that those willing to volunteer their services have a common but differentiated opportunity. In sum, it engages more volunteers at core sectors identified through a strategic national level assessment.

The National Capacity Assessment will conduct a situation analysis, study the context with regard to demand for establishment of national volunteer scheme, provide alternative modes of architecture for establishment of such kind of scheme in Ethiopia, further prepare a road map with articulated design features, use the needs assessment report with recommendation on what modalities could be promoted for sustainable national volunteer strategy, integrating voluntarism within national development policies. In particular captured in the Project Initiation Plan seeking to establish a project design for long term intervention.

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)   

Academic Qualifications:

  • At least a Master’s Degree in Public Policy, Social Sector, Administration, Strategic Human Resource Management, Organizational Development, Business Administration and Management, related field.

Experience:

  • A Professional experience in conduct of Capacity development within National Context or within Africa Region, preferably have previous engagements with UN Agencies in relation to Public Sector Service Delivery, voluntary sector (experience in Africa and added advantage within Ethiopia).
  • Capability to deploy analytical aptitude, communication and presentation expertise reporting, framing of standard policy, institutional and project documents, including managing diverse portfolio with multi-sect oral dialogue process.
  • Certification evidence from a similar undertaking from a credible organization / institution.
  • Must have experience in Horn of Africa region (Ethiopia, an added advantage)
  • Shall demonstrate capabilities, understanding of the TOR, and conduct methodology of capacity assessment.

Competencies:

  • Ability to undertake technical policy-focused research related to capacity development assessment.
  • Ability to work under pressure and to deliver in a timely manner without compromising quality standards
  • Ability to provide professional approach to research analysis and report writing;
  • Excellent research and advocacy skills relating to national capacity assessment, scoping, and stakeholder mapping.
  • Excellent command on both written and spoken English is essential, (knowledge of Amharic will be an added advantage)
  • Training and hands-on experience in a governance and institutional development
  • Strong organizational skills
  • Ability to work with a team to deliver.
  • Strong communication skills
  • Strong presentation and facilitation skills
