A 12-page NAMA Concept Paper (version 2) has been prepared; Extensive and continuous consultations with key stakeholders in the livestock sector, including its private representatives, have been conducted to obtain their full support and buy-in; Institutional arrangements are in place for the NAMA implementation and its MRV system; A draft MRV system, including 10 economic and environmental indicators, has been prepared for beef cattle and is being tested in 20 pilot farms. A document-in Spanish- with draft indicators is available; A peer review document on field measurements aimed at elaborating a national emission factor for enteric fermentation. All aforementioned documents are available upon request.
Throughout the consultancy, information on the NAMA can also be provided through phone/skype interviews with the LECB project team and the Ministry of Agriculture. Consultancy Objectives:
The purpose of the consultancy is to provide technical support to the UNDP LECB project in Costa Rica by: 1) Elaborate the current livestock NAMA concept into a detailed NAMA proposal by providing a technical review of the proposed measures; incorporation of additional strategic and climate-smart agriculture considerations; and development of a financing model. 2) Providing a technical review of the proposed MRV indicators and MRV implementation plan, including what field data should be collected in the most effective way. - < >
Provide a technical review of the current livestock NAMA concept by evaluating and proposing suggestions to strengthen the identified mitigation actions, with a focus on both economic and mitigation outcomes at both the farm (prioritized) and industry levels.The technical review should also include a review of key project components such as proposed fertilization plans, grazing systems, new plantations, and manure management. Based on the principles of Climate Smart Agriculture (CSA), as well as economic considerations, incorporate additional proposed mitigation actions which may be developed under the NAMA that will also increase climate resilience. Focus will be at the farm level. Provide strategic and technical comparison between Costa Rica’s livestock NAMA and other livestock/agriculture NAMAs that have been developed internationally. If no real comparison can be made due to the lack of existing livestock NAMAS, the contractor would be expected to highlight general elements and processes of agriculture and other relevant NAMAs which have resulted in improved economic and mitigation outcomes which could be applied to the Costa Rican livestock NAMA. Propose the most suitable IPCC emission factors – or other locally developed emission factors if more appropriate - for the various measures and actions listed in the NAMA and undertake a technical review/update of the baseline and NAMA scenarios, including the proposed GHG emission reductions. Elaborate the financing component of the NAMA by identifying key financial actors, costs, financial mechanisms for implementation, and financing options: Develop a conservative cash flow model for the NAMA, including identification of key financial parameters such as: investment needs, required IRR, risk analysis, etc Develop a financial structure for the NAMA, including identification of key actors from financial point of view: e.g., governmental bodies, project owners, international donors, private investors, etc. Identify key financial parameters at a project level for stakeholders joining the NAMA Strengthen the NAMA template for seeking support for implementation[1], as provided by UNFCCC for its Registry, as well as a detailed NAMA proposal, using the UNDP/UNFCCC/UNEP NAMA template, that incorporates all of the analysis from Tasks 1.1 to 1.5 as well as an overall implementation timeline and plan[2]. Task 2: Provide technical review of the proposed MRV indicators and MRV implementation plan, including what field data should be collected and in the most effective way. 2.1. Based on the draft MRV indicators elaborated and under implementation in the first 100 pilot farms, provide evaluation and technical review on their efficacy, strategic focus and technical feasibility for scale-up. Additionally, the contractor should advise partner institutions on how to strengthen the direct relationships between NAMA’s goals, its specific objectives, its expected impacts, and the draft indicators. Focus will be both at the farm (prioritized) and industry level. 2.2. Review and revise the proposed MRV implementation plan to: provide suggestions to the technical personnel of partner institutions on how MRV data should be collected, analysed, documented, and archived in the most efficient manner; assess cost estimate for MRV implementation and ensure the cost is appropriately reflected in the overall financing plan of the NAMA.
Deliverables: 5.1 Deliverables All deliverables should be provided electronically to the LECB project coordinator in Costa Rica. During the fulfilment of the assignment, the Contractor will ensure regular communication with the LECB project team, and will ensure a timely delivery of the expected outputs and will regularly inform the project team of the progress as well as any obstacles that might occur. The following deliverables are requested: Task 1: A detailed NAMA document that includes a strategic and technical review of proposed mitigation measures and GHG emission scenario estimates, as well as a detailed financing and implementation plan, Task 2: A report that includes a technical review and revision of the proposed MRV indicators, as well as a technical review, revision and costing of the proposed MRV implementation plan.
Draft deliverables should submitted in Spanish. Final reports must be in Spanish. 5.2 Field Visits Two site visits are expected during the consultancy – one at the beginning of the consultancy to engage with key stakeholders and assess the national context and one to present the draft NAMA for stakeholder validation.
