Overview :

BACKGROUND / RATIONALE

In Ethiopia, the recently launched National Growth and Transformation Plan (GTP) targets transformational change in agriculture, industry and governance. This is to be achieved through unleashing the potential of small-scale farmers and those of small- and medium-scale enterprises, as well as deepening democratic development and decentralization, enhancing public service delivery, promoting equity, access to justice, transparency and accountability. Significant investments and continued action, however, are needed to strengthen participatory democracy and capacity development, address vulnerabilities, and build resilience to ensure success in the transformative agenda.

OBJECTIVES OF THE SUPPLY OF GOODS / EQUIPMENT / TECHNOLOGIES

United Nations Development Programme in Ethiopia (UNDP) is funding a project to pilot test ethanol micro-distilleries in three regions of Ethiopia: Amhara, Oromia and Gambella, which will be owned and run by farmer associations/communities producing sugarcane. Established ethanol micro-distilleries are planned to bring in economic, social, health and environmental benefits to the project target area of poor communities. As the success of fully established and operated ethanol distilleries will produce fuel for cooking stoves, small engines and other utility purposes.

EXPECTED OUTPUTS / DELIVERABLES FROM BIDDERS

a. Performance Specification (Requirement)

United Nations Development Programme in Ethiopia (UNDP) is looking for a competent bidder that would create it best Value for Money (VFM) by Supplying, Installing, Testing, Commissioning; Training and After Sales Services of Three Ethanol Micro-distilleries in Three Ethiopian Regions (Amhara, Oromia, and Gambella). Each distillery plant capacity will produce a minimum of 150 liters of ethanol per day (10hrs per day) for 300 days in a year with fermentation modules. The ethanol supposed to have Hydrous Ethanol at 92 – 95 % by v/v strength. Its raw material will be sugarcane.

b. Specific Requirements to be included in Bidder’s Respective Proposals

Prospect proposers are required to provide:

1. Detail product specifications in terms of Unit of Measurement (UoM), Quantity of each components to install three micro distilleries and Specification Offered as per the template indicated in the Standard RFP bid document (Please refer page 38). The product specs a minimum should provide detail product specs and/or technology information in the following technical aspects of ethanol distilleries: 

  • Feedstock storage, milling and handling equipment
  • Fermentation system
  • Distillation system
  • Boiler and associated thermal system
  • Control panel
  • Ethanol-powered electricity generator sized to run distillery as well as providing lighting the area
  • Instrumentation, temperature, pressure and flow controllers, digital panel or dials and gauges for parameters and easy reading
  • Utilities such as water treatment, cooling tower and peripherals
  • Design Codes and process documentation and operation/installation/maintenance and user manuals in English
  • Hardware and related spare parts

2. Engineering and Civil Works to set up of distillery facilities

3. Technical and Consulting Support on the following technical areas:

  • Guidance on site preparation, civil works and utilities,
  • Advice on yeast, fermentation and sanitation of selected feedstock and handling
  • Developing a written protocol for feedstock handling and fermentation
  • Advice on co-product and by-product utilization
  • Advice on system optimization
  • Advice on preventative maintenance
  • Spare parts support for two (2) years
  • Extended two (2) year support service, to include an additional site visit if necessary plus remote analysis of production data and monthly telephone or SKYPE meeting with production personnel

4. An outline summary of the project indicating methodologies and timelines for the different phases of the project

5. A detailed description of the project where the following is fully explained:

  • Detail description of proposing company profile which shall depict that it satisfies minimum requirement in terms of experience, financial capacity, internal quality assurance, risk management, . . .
  • Indicative implementation timeline Gantt chart which is realistic given proposed team structure and expected productivity rates and methodology to be used to accomplish the activities. 
  • The Contractor must submit to UNDP as a part of his/her proposal, the CVs of Project Manager, Technical Experts and Trainers who will be involved in the project. The proposed project staff must be medically and physically fit for travel to Ethiopia. The Contractor is to be fully self-sufficient to provide medical treatment for non-emergency cases and to take appropriate preventative measures for all their staff, e.g. applicable vaccinations for Ethiopia. International staff must have relevant medical inoculations and possess valid records.
  • An organogram which depicts the organizational structure including the proposed project team
  • Work cycle arrangements

PHASES OF PROJECT IMPLEMENTATION  

The project will have the following four phases:

1. Engineering and Civil Works to set up of distillery facilities

  • Prepare design and layout of the plant for each distillery in each site
  • Provide detail Bill of Quantity (BOQ) required for the Civil work and undertake the civil work

2. Delivery of equipment and inspection upon delivery by beneficiary and UNDP

3. Reviewing and ensuring that the Civil Works have been done to the required standard (sites visit as deemed necessary)

4. Installation, Commissioning and Training, and

5. Servicing
