Overview : Project Description The Regional Human Rights Commission (RHRC), the human rights institution in Autonomous Region for Muslim Mindanao (ARMM) created under Muslim Mindanao Act 288 (MMA Act 288), is currently implementing an 18-month project funded by the European Union through the United Nations Development Programme (UNDP) focused on Supporting Transition to the Bangsamoro: Strengthening Institutions for Peace and Human Rights. The project has four major outputs, all contributing to strengthen RHRC as an institution in the future Bangsamoro. In late 2013, the RHRC was able to come up with a Manual of Operations through concerted effort of all its office and division heads and through the help of a consultant. There is a need now to review this Manual and to incorporate all the changes which have been established in the RHRC during 2014. The RHRC is seeking to engage a consultant to review the existing Manual of Operations and to modify and improve it, to ensure smoother operations, clearer personnel functions and more consistent results within the institution. Scope of Work Specifically, the consultant would be expected to: - Review the existing RHRC Manual of Operations Manual of Investigation and Case Handling, and draft Rules of Procedure and assess what needs to be changed and improved;
- Ensure that all processes and procedures mentioned in the Manual or Operations are consistent with the statutes, rules and regulations, RHRC Charter, RHRC Strategic Performance Management System (SPMS) and the RHRC Citizen’s Charter;
- Work closely with the RHRC Commission en banc, senior management, and International Human Rights Expert in coming up with the revised Manual of Operations;
Expected Outputs and Deliverables The Manual of Operations would provide a concise and clear guide on the standard operating procedures of the RHRC, how they are supposed to be performed and undertaken by its personnel, who among the personnel are expected to perform them, and within what time frames. The Manual of Investigation and Case-Handling and the Rules of Procedure would provide effective and efficient exercise of the investigative and monitoring functions of RHRC. Deliverables: - Work plan to include a review and assessment of the existing Manual of Operations, Manual of Investigation and Case-Handling and Rules of Procedure;
- Report on consultations regarding the existing Manual of Operations The Manual of Investigation and Case-Handling and the Rules of Procedure with the Commission Members and senior management members on how it should be changed and/or how it can be improved;
- Weekly progress updates to be sent to CEB and SEOs
- An initial draft of the revised Manual of Operations, Manual of Investigation and Case-Handling and the Rules of Procedure which would be reviewed by the Commission En Banc and senior management members;
- A final draft of the revised Manual of Operations, Manual of Investigation and Case Handling, and the Rules of Procedure once it has been reviewed and approved (Adopted) by the Commission En Banc; and
- Ten (10) hardbound copies of the Manual of Operations (no more than one hundred and fifty (150) pages)
Institutional Arrangements The Contractor/ Subscriber shall directly report to the RHRC Chairperson/ CEB during the duration of his/her contract. All draft and final reports shall be communicated to them respectively. Duration of the Work The consultant will work for a maximum of 30 working days (consecutive). Duty Station This is an output-based Contract. The Contractor will not be required to report regularly or be present at RHRC during the entire contract period but will be required to report to the Regional Office for a maximum number of five (5) working days, for the necessary consultations with the relevant personnel. Deliverables and output deadlines will be specified in the mutually agreed upon work plan between RHRC and the Contractor. Qualification Of Successful Individual Contractor - Have a graduate degree in law or public administration;
- Demonstrate knowledge and familiarity on the needs, priorities and emerging issues in the area of human rights and public policy in ARMM;
- Demonstrate knowledge and familiarity with civil service laws, rules and regulations, in particular with the Strategic Performance Management System (SPMS) mandated by the Civil Service Commission and the guidelines set forth in the Anti Red-Tape Act (ARTA) pertaining to the Citizens’ Charter;
- Demonstrate knowledge and familiarity with government audit and accounting rules and principles;
- Possess strong analytical and writing skills in English;
- Have strong strategy and decision-making skills;
- Have good organizational skills;
- Possess excellent communication skills including the ability to function and interact well in a multi-cultural environment; and
- Be able to work independently, arranging travel, appointments, and interviews for himself/herself.
Scope of Price Proposal and Schedule of Payments - 1st Tranche - 20% - Upon signing of the Contract and submission of Work Plan
- 2nd Tranche - 20% - Upon submission of Initial draft Manual of Operations to the RHRC for review and approval
- 3rd Tranche - 60% - Upon submission of Finalized Manual of Operations
Criteria for Selection of the Best Offer Cumulative analysis When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: - responsive/compliant/acceptable, and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
