Project Description 

The RHRC is seeking to engage a consultant to carry out research and author a handbook on citizenship and participation in the context of the Autonomous Region in Muslim Mindanao.

Lasting democratic reforms, within the context of the present fragile Philippine democracy, requires that the people themselves participate in its strengthening and practice, that the political players observe democratic rules, and that democratic institutions be strengthened and supported.

People’s participation in the electoral processes and in governance processes, at all levels, remains the key factor in advancing democratic reforms. This is particularly important in the transition to the Bangsamoro autonomy, and well into the stage of a working Bangsamoro democratic system. People empowerment is necessary to ensure the democratic character and practice of the new Bangsamoro identity. It is also important even now in the democratization of the political processes in the ARMM.

Political empowerment of the people covers the following areas: (1) electoral engagement; (2) making use of direct democracy mechanisms, (3) undertaking issue-based campaigns; (4) citizen participation in governance; and (5) monitoring government performance.

Empowerment is at the core of people’s democratic participation, especially at the grassroots. To support the empowerment of the Bangsamoro people, the RHRC will be engaging the services of a consultant to write a handbook on citizenship and participation directed with the residents of the ARMM as the primary audience.

Scope of Work

Specifically, the consultant would be expected to:

  • Draft a module for community consultations on citizen’s participation, with a view to gathering the issues and questions on participation and governance most relevant to the residents of the ARMM which:
  1. Focuses in the grassroots and community where their influence in the decision-making are enhanced and identified.
  2. Provides for guidance for citizens in the grassroots and community levels to organize themselves at the grassroots level to engage the CSOs, NGOs and LGUs and NA.
  3. Identifies established mechanisms set up by law or rules where grassroots and community participations by grassroots and community are recognized like the bottom-up budgeting, local legislative processes, public procurement among others
  • Conduct a desk review of standards, legislation and regulations relating to entry points for people’s participation
  • Using materials in No 1, and results in No 2, draft a handbook on citizen’s participation, outlining the various modes and entry points for people’s participation in governance: (1) electoral engagement; (2) making use of direct democracy mechanisms, (3) undertaking issue-based campaigns; (4) citizen participation in governance; and (5) monitoring government performance.  

Expected Outputs and Deliverables

Deliverables:

  1. Module for community consultations
  2. Final Draft of the handbook in pdf format
  3. At least 100 printed copies of the Handbook
  4. Public event to launch the Handbook in Cotabato City in June 2015

Institutional Arrangements

The Contractor/ Subscriber shall directly report to the RHRC Chairperson and/ or to a designated Focal Person during the duration of his/her contract. All draft and final report shall be communicated to them respectively.

Duration of the Work

The consultant will work for a maximum of 30 person-days, spread over a period of 2 months. The consultancy fee will be an all inclusive cost associated with complying with the deliverables such as travel, accommodation, meeting costs, including costs of publication. The relevant taxes are to be borne by the Consultant.

Duty Station

This is an output-based Contract. The Contractor will not be required to report regularly or be present at RHRC during the contract period but might be requested to attend meetings and report at the RHRC Office for activities related to the consultancy. Deliverables and output deadlines will be specified in the mutually agreed upon workplan between RHRC and the Contractor.

Qualification of Successful Individual Contractor

The selected consultant should have the following experience:

  1. Have experience in social research methods
  2. Have experience in developing policy recommendations in  the field of democracy, governance, and
  3. Able to work independently, arranging travel, appointments, and interviews for himself/herself
  4. Strong strategy and decision-making skills;
  5. Good organizational skills.

Schedule of Payments

Tranches

1st tranche = 20% upon signing of contract and submission of work plan

2nd tranche = 50% upon submission and acceptance of community training modules

3rd tranche = 30% upon conclusion of Public Launch of the Handbook

Criteria for Selection of the Best Offer

Cumulative analysis

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%

Education = 40points

Experience = 40point

Competence = 20points

Financial Criteria weight: 30%
