Overview :

BACKGROUND / PROJECT DESCRIPTION

The fragile geo-political context within the Horn of Africa, the ramifications of the conflict in Somalia and ongoing political events in Sudan have implications for the stability and development prospects of Ethiopia. Coupled with the land-locked nature of the country, Ethiopia’s long-term prospects are intricately linked to improved socio-political stability, security and economic development in the sub-region.

The recently launched National Growth and Transformation Plan (GTP) targets transformational change in agriculture, industry and governance. This is to be achieved through unleashing the potential of small-scale farmers and those of small- and medium-scale enterprises, as well as deepening democratic development and decentralization, enhancing public service delivery, promoting equity, access to justice, transparency and accountability. Significant investments and continued action, however, are needed to strengthen participatory democracy and capacity development, address vulnerabilities, and build resilience to ensure success in the transformative agenda.

United Nations Development Programme in Ethiopia is funding a project to pilot test ethanol micro-distilleries in three regions of Ethiopia: Amhara, Oromia and Gambella, which will be owned and run by farmer associations/communities producing sugarcane. Established ethanol micro-distilleries are planned to bring in economic, social, health and environmental benefits to the project target area of poor communities. As the success of fully established and operated ethanol distilleries will produce fuel for cooking stoves, small engines and other utility purposes.

OBJECTIVES

To provide technical support to UNDP in the Establishment of Ethanol Micro-Distilleries in Three Regions of Ethiopia (Amhara, Oromia and Gambella).

CONTEXT OF THE REQUIRED SERVICE

It is necessary that the EMDs to be purchased perform as needed in order to achieve set objectives highlighted in the ToR and the end-users are satisfied. Hence, step by step follow-up, technical advice and assistance in the whole process from bid to commissioning is of high importance in achieving the envisioned objectives.

SCOPE OF THE WORK

The scope of the work involves understanding the objectives of the work, critical technical review of the suppliers’ proposal, verification of supplied components and EMDs’ performance so that the objectives are achieved.

EXPECTED OUTPUTS AND DELIVERABLES

  1. Evaluation of technical bid offer: It is not unusual to find offers that may seem to satisfy requested specifications but can fall short of performance during operation. Thus, all suppliers’ proposals need to be scrutinized up to the minimum detail including the terms that the potential supplier uses in the proposal. It may be necessary to ask clarifications on proposals or when requested give clarifications to potential suppliers about the technical specifications posted by UNDP. To this end, it is crucial that the Consultant perfectly understands the needs of UNDP.
  2. Technical Assistance in site selection: The specific sites on which the EMDs are going to be installed are not yet selected. The selection of site is crucial for the pre and post installation periods. It is expected that the sites should be selected based on a set of scientific criteria that would fit this particular program.
  3. Follow-up and assistance in the construction activities at the selected sites: It is expected that the selected supplier gives detail design on the plant layout and the structures that need to be built for the EMD. The Consultant need to interface with the eventual contractors for the construction, the local authorities and the selected supplier so that all constructions are realized as per the supplied design.
  4. Evaluation of the supplied components: This component is crucial. Supplied components may not be as per contract specifications. It is expected that the Consultant checks/examines or makes expert judgement on each supplied item and give advice to UNDP on payment.
  5. Evaluation of the installation of the EMDs: Installations must be done and as per design specifications and safety norms. The Consultant is expected to follow the installation process, give recommendations as appropriate and report.
  6. Evaluation of the testing and commissioning of EMDs and trainings: It is important that the consultant inspects the separate units and the overall system and report/advice UNDP about the outcome of the process.
  7. Give technical advice to UNDP as needed.

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL NC

a. Academic Qualifications:

  • At least MSc degree in chemical/process/materials engineering, experience and involvement in environmental science/engineering.

b. Years of experience:

  • A minimum of 10 years of relevant work experience after achieving higher degree in the above mentioned fields.
  • Exposure to Ethanol distilleries equipment specification, technical bid evaluation, performance evaluation, commissioning
  • Computer skills: Full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required
  • Experience in report writing

c. Language and other skills:

  • Excellent knowledge of English
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, project staff); and
  • Computer skills:  Full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required

d. Compliance of the UN Core Values:

  2. Those prospect consultants who fail to submit both Technical and Financial proposals as per the stated instruction and to the designated secured email will not be further considered for evaluation.
