Overview : The Bill “An Act to provide for public procurement and for the retention and disposal of Public Property”, in accordance with the principles of good governance, namely accountability, transparency, integrity and value for money, the establishment of the Office of Procurement Regulation, the repeal of the Central Tenders Board Act, Chapter 71:91 and related matters was passed by both Houses of Parliament and assented to by the President 14th January, 2015. The Government in its commitment to “Good governance through effective representation, transparency and accountability,” identified the following deliverables under the overarching heading of Procurement namely: i. passing of procurement legislation and appropriate rules and regulations; and ii. the establishment of equitable arrangements for an efficient procurement system ensuring transparency and accountability by all Government Departments and State Enterprises The Public Procurement and Disposal of Public Property Act 1 of 2015, provides for public procurement, and for the retention and disposal of public property, in accordance with the principles of good governance, namely accountability, transparency, integrity and value for money. It also provides for the establishment of the Office of Procurement Regulation, the repeal of the Central Tenders Board Act, Chap. 71:91 and related matters. OBJECTIVE The objective of the consultancy is to identify and draft the necessary regulations which would support the Public Procurement and Disposal of Public Property Act No 1 of 2015 in its successful implementation and administration. |
