Overview :

The Study into the Impact of Public Service Innovation Awards will provide insights into how public service innovation is promoted through awards, challenges and competitions in developing countries. A literature review and mapping exercise will illustrate the range of national and international innovation awards programmes,5 with a focus on those that have been in existence 10 years or more. Case studies on awards programmes and award-winning initiatives in various countries will examine: what kinds of innovations win awards, how far awards promote improvement in public service, and what lessons can be learned on the best way to foster innovation. Past award winners will be tracked to identify longer-term outcomes and sustainability of initiatives. A review of two key international public service innovation awards schemes will also be undertaken to understand the impact they have had on fostering innovation in public service at a global level.

Through the study, the United Nations Development Programme Global Centre for Public Service Excellence hopes to generate a dialogue on encouraging public service innovation, reflect on the sustainability of award-winning innovations, and discuss ideas on how awards programmes could be strengthened to enhance the impact of innovation in public service.

Background

Around the world today there exists an abundance of awards programmes, both at the international as well as country level, focused on highlighting and rewarding innovation in the public sector. While many awards have now been in place for some time – the United Nations Public Service Awards, for example, began over 10 years ago in 2003 – there have been relatively few examinations of such programmes individually, and none done looking at what really works in two senses – i) what innovation has impact; and ii) what awards work in recognising successful innovations.

Innovation can be a vague and subjective concept. In improving public service in developing countries, analysis of national innovation awards programmes will provide insight into what has been deemed valuable, help identify trends and ultimately provide us with a better understanding of the impact of innovations on public service: what kinds of award-winning innovations go on to create sustained change for the better? How can international innovation awards programmes be strengthened and supported to enhance their impact? What role do innovation challenges or competitions play in promoting more innovative public service?

The UNDP Global Centre for Public Service Excellence (GCPSE) is working with the United Nations Division for Public Administration and Development Management (DPADM), which administers the United Nations Public Service Awards Programme (UNPSA), and the Commonwealth Association for Public Administration and Management (CAPAM), which manages the CAPAM International Innovations Awards (CAPAM IIA), to undertake a study into the impact of public service innovation awards.
