Overview :

BACKGROUND / PROJECT DESCRIPTION 

Under the overall guidance of the RR and direct supervisor of the P4 (HRO) and P3 (HRO), the Consultant ensures effective delivery of the Regional Office (RO) programme by managing data and supporting programme implementation consistent with UN rules and regulations, as well as, ensuring exchange of information with the Ethiopian Human Rights Commission in the context of the country programme on Ethiopia.

The Consultant can supervise clerical and support staff of the Programme Unit. The Consultant works in close collaboration with the operations, programme and projects’ staff in the RO and HQs as required for resolving complex programme-related issues and exchange of information.

SCOPE OF THE WORK

  1. Support to formulation of programme strategies and implementation of the technical cooperation mandate of the office.
  2. Support the formulation and implementation of the Office engagement with the AU Human Rights Mechanisms (the African Commission on Human and Peoples’ Rights, the Committee of Experts on the Rights and Welfare of the Child and the African Court of Justice and Human Rights), among others;
  3. Support the Head of office in aligning the Office Regional Programme to the AU Strategic Planning (2014-2017) in compliance with the Goals of the Africa 2063 Vision;
  4. Support in the formulation and implementation of an OHCHR Strategy Engagement with the Civil Society, including through the Africa NGO Forum, the East Africa Law Association, Article 19, among others;
  5. Support to management of the Country Office programme and the Office engagement with the Government, NHRIS and CSOS of Ethiopia, Djibouti and Tanzania, among others;
  6. Support the Head of Office in mainstreaming Human Rights in Peace and Security Operations and in promoting the UN Guiding Principles on Business and Human Rights;
  7. Work closely with the Programme Unit and contribute in the drafting Work Plans and Cost Plans;

Provides administrative support to the Programme Unit focusing on achievement of the   following    results:

  • Ensure availability of fund;
  • Review of Financial Reports;

Supports resource mobilization focusing on achievement of the following results:

  • Analysis of information on donors, preparation of donor’s profile.
  • Track and reporting on mobilized resources.

Ensures facilitation of knowledge building and knowledge sharing in the RO focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on programme.
  • Synthesis of lessons learnt and best practices in programme.
  • Sound contributions to knowledge networks and communities of practice.

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)

a. Academic Qualifications:

  • University Degree in Law or Political Sciences. A Master’s Degree would be an asset.

b. Years of experience:

  • 3 years of progressively human rights reporting, analysis and documentation and programme work experience is required at the national, either with the Government, a National Human Rights Commission or an NGO or at international level with the United Nations, the African Union or a Sub-regional Organization. 4 Years of experience either would be an asset.  Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
