Overview :

The series of global, regional and national Human Development Reports have provided policy makers with alternative thinking and evidence-based analysis that puts people in the centre of development. As such, the human development framework has been a major player in shifting the policy debate and advocating for a broader concept of development.The first African Human Development Report (AfHDR 2012) tackled the problem of food security in the region and linked it with several dimensions of human development. AfHDR 2012 focused on food security -or the condition where all people at all times have access to sufficient, safe, and nutritious food to maintain a healthy and active life- partly as a consequence of the surge in food prices in 2006-2008, and partly because of the recurrent threats to the nourishment of entire populations in the Sahel and other regions. As a follow up to AfHDR 2012, the Africa Human Development Report 2015 (AfHDR 2015) aims to set out parameters of the transformative approach required for sustainable human development and real gender advancement to occur within the frame of political economy. It complements findings from recent reports that emphasize the need to address gender equality as a development objective in its own right but also because gender equality is seen as ‘smart economics’, enhancing productivity and improving other development outcomes in the present and future.

 Task, Duties and Responsibilities  

The designated service provider will be responsible for drafting the report, following standards and deadlines set by RBA. For this, the service provider must demonstrate proof of intellectual leadership, and provide advice and technical backstopping on formulation of the 2015 Africa Human Development Report (AfHDR) following the established process for drafting a HDR. The service provider will work closely with the Chief Economist, the Economic Advisor (human Development) of RBA and partners in charge of the design and translation of AfHDR 2015. The service provider is expected to;

  •  Develop annotated chapter outlines and chapters for AfHDR 2015 Report.
  • Develop Executive Summaries and Policy Briefs.
  • Support on the production process of AfHDR 2015 drafts, including keeping track and Control of chapter updates/drafts; merge all related documents including final drafts and editing, among others.
  • Collect inputs from Background Paper Authors and other partners, under the supervision of the Economic Advisor and Chief Economist, and coordinate the complete drafting of AfHDR 2015 including table of contents, pagination, sources and bibliography.
  • Provide several versions of the whole AfHDR formatted and one final version ready for external distribution with paginations, numbering of figures and tables and a complete table of contents.
  • Provide constant reports and communicate on tasks assigned by the Economic Advisor and AfHDR team.
