In the course of preparing your Proposal, it shall remain your responsibility to ensure that it reaches the address above on or before the deadline. Proposals that are received by UNDP after the deadline indicated above, for whatever reason, shall not be considered for evaluation. Services proposed shall be reviewed and evaluated based on completeness and compliance of the Proposal and responsiveness with the requirements of the RFP and all other annexes providing details of UNDP requirements. The Proposal that complies with all requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected. UNDP works to advance gender equality and empower women as agents of change and leaders in their communities and in the development processes that shape their lives. One area of UNDP’s work in the Istanbul Regional Hub is to carry out research, compilation and codification of knowledge to strengthen UNDP’s programming and policy advocacy for gender equality and women’s empowerment in the region. In this framework, the Regional Gender Team develops communications materials to support programming at the regional level and in Country Offices. In order to foster greater understanding of the multi-dimensional forms of discrimination faced by Roma women and girls in this region, and to advocate for better inclusion of gender considerations in social inclusion and integration policies and programming, the Gender Team would like to develop a comic story. The story will document the linkages between the multiple forms of discrimination faced by Roma women (lower levels of education, higher rates of unemployment and poverty, higher probability of violence, poorer health etc.) and their exclusion from communities. The assignment is being commissioned on the understanding that comics and an interactive online format can be more effective than traditional printed reports and advocacy materials to communicate messages to policy makers, partners and the public.
