The focus of the Green Growth Development Strategy is to strengthen the technical and institutional capacity for the development of a greenhouse gas (GHG) national inventory system, nationally appropriate mitigation actions (NAMAs), and the associated measuring, reporting and verification (MRV) systems. It responds to Uganda’s socio-economic development challenges pertaining to environment and climate change as captured in the country’s five year National Development Plan 2010/11 – 2014/15 that emphasizes, among others: developing national capacity to deal with climate change challenges; ensuring climate proof development planning; and promoting low carbon economic development path. It further responds to capacity gaps in establishing a national GHG system as identified in the Initial National Communication (INC) to the UNFCCC. As an overarching framework the Green Growth Development Strategy will link the NAMA, GHG inventory and MRV process to the economic development of Uganda. A draft of the strategy will be presented at COP 21 in Paris.

The objectives of the strategy are:

1. To guide national policy and planning in an integrated way

2. To mainstream climate change into all sectors of the economy, and

3. To position Uganda to access international funding to achieve low carbon development and green growth.
