Overview :

The Development Assistance Group (DAG) was established in 2001 and currently comprises 27 multilateral and bilateral partners that provide development assistance to Ethiopia. The DAG was established to foster and catalyze policy dialogue and to coordinate and harmonize development partners’ support in the government’s preparation, implementation, and monitoring and evaluation of the national development plan and the Millennium Development Goals (MDGs). Ethiopia is the recipient of one of the largest volumes of ODA of all sub-Saharan Africa (USD 3.8 billion in 2013), but its ODA of USD 41 per capita remains below the sub-Saharan average of USD 49 per capita (grants make up 68% of ODA in Ethiopia, while concessional loans constitute 33% of total ODA to Ethiopia).

The technical working groups that operate directly under the umbrella of the DAG include: (i) the GTP Working Group, which consists of Monitoring and Evaluation, Macro-economic and Public Financial Management sub-groups; (ii) Governance Working Group which consists of Civil Society and the Justice, Safety and Conflict sub-groups; (iii) Donor Group on Gender Equality (DGGE); and (iv) Private Sector Development and Trade Working Group. In addition to these four groups, the architecture includes a few donor working groups as well as ten sector working groups that fall under the auspices of the MoFED-chaired Effective Development Cooperation Task Force. The review will assess the extent to which the objectives of the DAG Pooled Fund project were well-implemented and successful in delivering aid effectiveness commitments and meeting the expectations of both Government and DAG members.

The objectives of the review are two-fold: (1) to review the DAG’s objectives, structure and functions in order to assess its efficiency and effectiveness in strengthening donor dialogue with government, improve harmonization and increase the effectiveness of development assistance; (2) to set out realistic and concrete options and recommendations for the design of the next phase of the project.

Hence, UNDP Ethiopia is seeking an International Individual Consultant who have the required expertise to provide her/his expertise for the captioned consultancy services.
